Through its unique work as the only federal commission dedicated to design review and aesthetic excellence, the Commission of Fine Arts serves the American people, international visitors, and those who live and work in the nation's capital, contributing to the beauty and dignity of this international symbol of American democracy.

This position is located within the U.S Commission of Fine Arts, located in Washington, DC.

At the full performance level GS-13 the major duties of this position include, but are not limited to the following:

  1. Applying expert knowledge of risk management processes (e.g., methods for assessing and mitigating risk); reporting and Continuous Diagnostics and Mitigation (CDM); information technology (IT) architectural concepts and frameworks; IT security principles and methods (e.g., firewalls, demilitarized zones, encryption); network design processes, including security objectives, operational objectives, and tradeoffs; key concepts in security management (e.g. release management, patch management); security system design tools, methods, and techniques; network security architecture concepts, including topology, protocols, components, and principles (e.g., application of defense-in-depth) and Trusted Internet Connection (TIC) 3.0 guidance and requirements. Develops, manages, and maintains technical documentation under the Federal Information Security Modernization Act of 2014 (FISMA) and other requirements.
  2. Reviews existing architecture, identifies design gaps, recommends security enhancements and makes configuration changes as needed. Develops and implements processes for the agency to follow to prevent, detect, analyze, and respond to malicious activity and/or anomalies, leveraging existing agency/cloud tools (O365) and technologies (including Continuous Diagnostics and Mitigation (CDM) tools).
  3. Manages multiple Information Technology contracts, including telecommunications, website development and hosting, and IT equipment procurement, which require expert knowledge of the security assessment and authorization process and cybersecurity best practices. Serves as the Contracting Officer Representative (COR) for applicable Information Technology contracts. Responsible for the research, specification, and purchase of all IT-related equipment, including printers, peripherals, and software.
  4. Serves as website manager for the CFA website and is responsible to maintain and troubleshoot the website, test its compatibility across different platforms, and monitor online traffic and performance.
  5. Manages the maintenance and collection of and access to the agency's digital and paper records. Makes recommendations regarding the transfer of digital and paper records and provides advice and assistance to CFA management on proposals to retire digital records and transfer them to the National Archives and Records Administration (NARA) center.
  6. Performs IT systems security, maintenance, helpdesk, customer support, and other IT-operational support. Responsible for IT-related property (hardware and software) management, including its maintenance, installation and deaccessioning, and associated documentation according to applicable requirements. Develops and supports telecommunication links for conducting digital video conferences between offices and participants.
Note: Position requires COR Level II certification within 6 months of assignment.

The Commission of Fine Arts (CFA) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-13: $117,962 - $153,354 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Individual Occupational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Individual Occupational Requirements:

Applicants must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

(2) Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Sizing and configuring hardware and software for servers, laptops, workstations, etc.;
2) Serving as a lead/advisor to management regarding Information Technology projects for an organization, with responsibility for planning, organizing, and executing all project activities;
3) Contributing to the development and review of policies, guidelines, procedures, and training materials for an IT Security program; AND
4) Analyzing and integrating information pertaining to the technical aspects of IT operations, development projects, and initiatives.
