Summary

This position is part of the Department of Defense (DoD), Defense Security Cooperation Agency. The incumbent will be responsible for participating in the work of the Foreign Military Financing (FMF) direct loan and loan guarantee program, coaches, mentors, and facilitates the selection and application of problem solving techniques or work methods, and leads the program in identifying solutions, priorities, and organization to accomplish the work.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Financial Management Specialist at the GS-0501-14 some of your typical work assignments may include:

  • Provides financial policy guidance, direction, information, and specialized services for assigned areas.
  • Leads or participates in cross-functional work groups focused on financial policy in individual's assigned financial portfolio areas.
  • Designs and conducts broad and complex program studies where the boundaries of the studies are extremely broad and difficult to determine in advance.
  • Identifies and proposes solutions to management problems characterized by their breadth, importance, and severity, and for which previous financial policies and established policies and procedures were often inadequate or unidentified.

Qualifications

You may qualify at the GS-14 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Conducting comprehensive program analysis of country programs such as: Foreign Military Financing (FMF) and Foreign Military Sales (FMS)
  • Reviewing, utilizing, and adhering to the Security Assistance Management Manual and the Department of Defense Financial Management Regulation to develop controls that ensure the optimum use of financial resources in accordance with policy
  • Analyzing and applying problem solving methods to identify problems, draw conclusions, make recommendations and provide financial policy solutions to improve efficiency and effectiveness
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Selectee or incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

Selectee or incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 06/08), Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
