Duties

Help
  • Formulating budget estimates for high-level, multi-year programs, develops in-depth cost-benefit analysis and detailed budget forecasts of proposed budgetary and programmatic actions.
  • Preparing a variety of materials and electronic budgetary information including matrixed program and budgetary functions reports to document funding activities.
  • Presenting current fiscal year information, which are continually changing program objectives, plans, and funding requirements while complying with new financial legislation and policies.
  • Analyzing and performs reconciliations of financial statements, reports, and allotment ledgers with the related files of un-liquidated obligations, unpaid accrued expenditures, contracts and orders outstanding.
  • Participating in audits relating to the budgetary and accounting data, providing information to auditors from activities, i.e. GAO, DOD IG, DISA IG, etc.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Recall/On Call 24/7 Position.
  • This position may require occasional TDY travel.
  • This is a Top Secret/SCI position with Yankee White.
  • Incumbent may be required to perform duties after hours, weekends and holidays.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in assisting with the developing, formulating, and executing program budgets.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education

There is no substitution of education for the Qualifying Experience at the GG-13 grade level.

  • This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
  • Shift work required, may vary nights, weekends, holidays.
  • This is an obligated position with DISA to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis.
