Duties

At the full performance level, major duties include:

  • Leads the development, implementation, and evaluation of RMS's Knowledge Management Program.
  • Prepares and presents management reports evaluating the extent to which knowledge management policies and programs meet RMS objectives.
  • Collaborates with other offices within RMS to recommend solutions for internal communication needs and fast cycle learning, which will allow delivery of information at the right place and time.
  • Analyzes training and development needs of RMS employees and makes recommendations to management on strategies to address knowledge gaps, including specific training.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-13: Applicants must have one year of specialized experience equivalent to at least the grade CG/GS-12 level in the Federal service.

Specialized experience is defined as assisting with the development, implementation, and evaluation of knowledge management programs, assisting with development of training strategies based upon knowledge gaps, and assisting with the development of management reports to monitor and evaluate knowledge management programs.

CG-14: Applicants must have one year of specialized experience equivalent to at least the grade CG/GS-13 level in the Federal service.

Specialized experience is defined as leading the development, implementation, and evaluation of knowledge management programs, leading development of training strategies based upon knowledge gaps, and leading the development of management reports to monitor and evaluate knowledge management programs.

  3. Ability to advise senior management on the effectiveness of the division’s knowledge management program and changes that need to be made to improve the program.
  4. Ability to meet and interact with individuals within and outside the RMS.
  5. Ability to work under pressure and within tight timelines.
  6. Ability to analyze training and development data.
  7. Ability to communicate orally.
  8. Ability to communicate in writing.
