Duties

Help
  • Serves as technical expert to the Deputy Administrator and the Administrator on data mining and data analytics.
  • Determines the effect on program integrity of proposed or enacted Federal or state legislation, new or proposed program requirements, audit reports from government oversight bodies, and patterns in program fraud, waste and abuse.
  • Advises on research programs to study new types of data mining and data analytics methods and develops ways to improve procedures and the technical management of the compliance function, carried out at staff level and in the field offices.
  • Ensures compliance with the Federal Crop Insurance Act, reviews crop and livestock insurance handbooks, policy documents, executive correspondence, briefing material, and Agency reports.
  • Works closely with senior officials and other officials in the Mission Area and the Department, especially the Assistant Chief Data Officer for FPAC in formulating and administering complex, controversial, and sensitive data analytics programs.
  • Reviews and evaluates procedures for data mining work orders, program review findings, annual IPERIA results, Performance Review Reports, legislative proposals and other documents to ensure adherence.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Each TQ narrative must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled. The Mandatory Technical Qualifications are listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. Each applicant must submit a comprehensive narrative statement that address the Mandatory Technical Qualifications outlined below. The narrative statement must include clear and concise examples that describe the applicant's level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative must not exceed 2 pages for each statement. Failure to meet basic qualification requirements and to submit narratives for the Mandatory Technical Qualifications will automatically disqualify an applicant.

MANDATORY TECHNICAL QUALIFICATIONS:

  1. Describe your demonstrated experience with compliance data mining principles and procedures to develop compliance policy.
  2. Describe your demonstrated experience in developing strategies and tools to ensure ongoing compliance with data protection laws.
  3. Describe your senior level experience in staying current on rapidly changing technology, legislation, and regulations in order to deal with significant uncertainties and rapidly changing situations and requirements related to data management.
  4. Describe your demonstrated experience communicating with senior management, other government officials, and stakeholders to ascertain issues and advise and coordinate options and solutions available through compliance's data mining and data analytics program.
