This Joint Duty assignment is located in the Office of Citizenship, Partnership, and Engagement (OCPE), Office of Citizenship (OoC), Publications and Outreach Branch (P&O), within the External Affairs (EXA) Directorate of the United States Citizenship and Immigration
Services (USCIS) within the Department of Homeland Security (DHS). The incumbent serves as a Management & Program Analyst (MPA) - Outreach and is responsible for developing,evaluating and implementing programs and initiatives and content for citizenship
education and outreach with internal and external organizations.
Description of Joint Duty Assignment Responsibilities:
- Serves as the staff level contact for internal and external organizations regarding the planning of outreach activities such as conference participation, naturalization ceremonies, webinars and other events.
- Lead the identification of the informational needs of internal and external audiences and provide recommendations for content development.
- Collects and analyzes data to monitor and evaluate the effectiveness of outreach initiatives and events.
- Designs, plans and implements standard operating procedures and processes, personally or through team members, to develop, structure, implement and monitor progress of outreach initiatives.
- Provides technical expertise and support in the development and implementation of outreach initiatives.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
