Summary

The non-supervisory Computer Engineer position is assigned to the Biomedical Engineering Service at the Boise VA Medical Center (BVAMC). The incumbent provides technical support for all matters of concern overseeing the operating implementation and upkeep of networked electronics systems of the Boise VA Medical Center and all associated Clinical Outpatient Centers (CBOCs).

Duties

Help

Major duties include, but are not limited to:

  • Responsible for overseeing the operating implementation and upkeep of multiple networked electronic systems for the BVAMC, associated CBOCs, and leased properties.
  • Performs work on maintenance and operations of the numerous controls and monitoring systems facility wide.
  • Provides technical support and management of the included, but not limited to: security controls including security cameras, panic alarms, card readers, the pneumatic tube system, guest wifi, direct digital control server maintenance, A/V systems for education and conference rooms, queue management for laboratory and pharmacy, pharmacy pill counters/packagers, powered mobile shelving, inventory dispensing systems, and nurse call.
  • Performs preventive maintenance inspections, maintenance and repair, calibration, installation, modification, and user training.
  • Responsible for diagnosing and/or resolving problems in response to customer reported incidents via trouble tickets or an equivalent work order system.
  • Performs software updates and patching for networked electronic systems.
  • Recognizes hazardous conditions and procedures with electronic instrumentation systems and initiates appropriate preventive or corrective actions.
  • Serves as a Contracting Officer Representative (COR) for designs and implements projects associated with electronic systems.
  • Coordinates contractor access to facilities and schedules utility outages with facility occupants and Operations and Maintenance personnel when updates to these systems are required.
  • Recommends, develops, implements, redesigns, reconfigures, or modifies operating procedures to reduce equipment failures, eliminate hazards, and enhance accuracy and reliability.
  • Participates in planning to ensure compliance with TJC standards and other relevant accreditations and ensures appropriate documentation is maintained for critical equipment and utilities.
  • Performs other related duties as assigned.

Physical Requirements: The work is both sedentary and active, requiring walking throughout the medical center. Duties may require lifting, carting, and carrying equipment weighing 10-40 pounds. Asking assistance from other specialists to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/18/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0854 occupational series. To qualify for this occupational series, applicants must have one of the following listed below:

A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR,
B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR,
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. OR,
3.
Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. OR,
4. Related Curriculum:
Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the basic requirement above, you must also meet the qualification requirements listed below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of computer based electronic equipment systems conversant with theory of operation, maintenance, and troubleshooting methodologies including but not limited to: nurse call systems, audio/visual systems, intrusion and security alarm systems, electro-mechanical devices, pneumatic systems, and servers. Identifies the capabilities, limitations, operations, design characteristics, and functional use of a variety of electronic systems to keep equipment functioning. Experience with operating systems to allow for repair, maintenance, and interfacing to reduce equipment failures and enhance accuracy and reliability. Recognizing hazardous conditions and procedures with electronic instrumentation systems and initiating appropriate preventative or corrective action.
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher-level education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with coursework directly related to the position being filled. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.
