AmeriCorps NCCC is a full-time, team-based national service program for men and women ages 18-26. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of four campuses, located in Denver, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA. All program participation costs are included, e.g., lodging, meals, transportation, plus a stipend.

Duties

Help

The Lead Financial Management Specialist provides guidance related to the Region's financial matters. The Financial Management Specialist executes and monitors the region's budget and procurement activities.

  • Collaborates with the region's management team to develop the region's annual operating plan. Provides advice and guidance relative to the allocation of resources to meet national and regional strategic goals.
  • Ensures finance related internal controls, accountability and transparency systems are in place.
  • In conjunction with the region's leadership team, accomplishes short and long-range regional financial management planning. Monitors budget execution and uses forecasting and cost-benefit analysis tools to identify necessary reprogramming or other adjustments.
  • Drafts unfunded requests for regional requirements that utilize strong cost-benefit analyses to justify and support the unfunded requests.
  • Together with the Region's leadership team, identifies the region's procurement requirements and executes the procurement of equipment, supplies and services requiring: market research and vendor identification; preparation of Statements of Work, and initial contract vendor identification.
  • Executes Contracting Officer Representative responsibilities with respect to the region's procurement activities and dormitory lease(s). Conducts on-site, oversight of lease provisions for offices, training, dormitory, and other facility spaces.
  • Reviews staff and Corps member travel requests and vouchers and provides regulatory, policy, and funding approval for travel.
  • Works collaboratively with Headquarters Financial Specialists to effectively accomplish budget and procurement activities.
  • Provides day-to-day guidance to a small staff who support the operations of the Region to include fleet management, residential facilities, and inventory management.

Qualifications

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the lower range of the NY-03 pay band, which would be at, or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Work experience executing and monitoring an organizations budget; 2) Work experience requiring knowledge ofprocurement requirements sufficient to: conduct market research for the purchase of supplies, equipment, and other tangible property; and 3) Work experience reconciling financial transactions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.

This Term Appointment will initially be for a three-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.

As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government.
