GS-2210-13:

1. Directs the unit's standardization and evaluation program. Leverages expert weapon system and crew position knowledge to develop policy to assess Cyberspace Operator readiness to perform the mission. Coordinates with MAJCOMs, Numbered Air Forces, Group Standardization and Evaluation, and active duty counterparts to ensure unit evaluation program reflects AF standards and metrics. Develops and institutionalizes methodologies to assess operator's currency and readiness to operate on contingency and training missions. Provides remediation's to trends in operator performance on evaluations. Ensures accuracy of vital records documenting each Cyberspace Operator's evaluations and qualifications. Certifies Crew Information File updates that provide timely operational information required for operators to read before being cleared to operate on missions. (50%)

2. Serves as unit standardization/evaluation evaluator. Performs analysis, evaluates and examines Cyberspace Operators to determine their degree of proficiency in operating a cyberspace weapon system and meeting the standards of particular crew positions and special mission profiles in accordance with published requirements. Conducts scheduled and unscheduled positional, written and supplemental evaluations/examinations. Instructs, verifies and certifies the qualifications of individuals nominated for the Instructor Cyberspace Operator and Standardization and Evaluation Examiner (SEE) upgrade qualifications. (20%)

3. Performs cyberspace operations that protect and defend (or assess the capability to protect and defend) information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. Provides for mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Conducts risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs. Provides technical and subject-matter expertise to improve the defenses of assessed missions and systems. Defends missions and systems against adversary exploitation. Operates in-garrison and deployed cyberspace weapon systems. At a minimum, maintains currency as a qualified Evaluator Cyberspace Operator. (20%)

4. Applies comprehensive knowledge and understanding of information technology, cyberspace operations, and the unit's tasked missions to develop and monitor unit policies and procedures. Assesses changes to higher-level policies, standards, directives or operations manuals to determine impact on unit plans, policies, programs or operations. Prepares and recommends changes to unit programs to ensure conformance to current guidelines. Ensures offline training environment meets unit mission evaluation needs. Recommends the development of new concepts, criteria, and standards for inclusion in cyberspace operations training programs. (10%)

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • A security clearance (Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Selectee must be able to start their appointment within a reasonable amount of time.
  • Successfully pass a Counter Intelligence Polygraph examination.

SPECIALIZED EXPERIENCE: Must have at least 36 months or one year of specialized experience at the next lower GS-grade (GS-12 or equivalent) working the cyber program's mission. Skilled in weapon systems, crew positions, and developing policies used to assess Cyberspace Operator mission readiness. Experienced in developing procedures used to assess an operator's currency and readiness to perform contingency and training missions. Demonstrated abilities, skills, and knowledge competencies required to assess and document a Cyberspace Operator's qualifications. Knowledgeable of published cyber operation regulations. Experiences included performing cyberspace operations that support the unit's federal mission to the Cyber National Mission Force. Experienced in conducting risk and vulnerability assessments of DoD information systems that identified vulnerabilities, risks and protection needs. Provided technical assessments and subject-matter expertise that improved mission effectiveness. Must have comprehensive knowledge and understanding of information technology, cyberspace operations, and the unit's tasked missions to develop and monitor unit policies and procedures. Must have experiences in the cyber program regulations, procedures, policies, and guidelines. Skilled in presenting formal and informal briefing and written reports in regard to the Cyberspace program mission readiness. Experiences included recommendations to senior leaders to adopt new concepts, criteria, and standards for inclusion in cyberspace operations training programs.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
