Duties

Help

The incumbent serves as a Full-Motion Video subject matter expert responsible for analyzing ISR data and producing products in accordance with the PED process, which supports CBP analytical intelligence needs.
The full-motion video analyst will create detailed videos, intelligence products, or still images. They analyze live video feeds to identify security threats and support intelligence services in making crucial decisions. They also use video tools to analyze feeds from various sensors, such as electro-optical and infrared sensors, and communicate this information to components within CBP.
Accesses Commercial imagery libraries for required softcopy imagery. Integrates and fuses all-source multi-sensor data. Applies an extensive knowledge of intelligence, FMV analysis, and research methodologies to develop foreign military unit and equipment databases. Prepares a variety of softcopy FMV products to meet project requirements and loads products on appropriate databases. Provides guidance on FMV techniques and methodologies used in FMV analysis and production.
Exploits Ground Moving Target Indicators (GMTI) from the Vehicle and Dismount Exploitation Radar (VADER). Exploits Full Motion Video imagery collected by ISR sensors and provides hands-on analysis, producing intelligence on a broad range of issues in support of CBP and DHS national security programs, goals, and objectives.
Manages, conducts, and coordinates imagery research and analysis of current and historical imagery in response to internal and external intelligence requirements including imagery from manned platforms, Unmanned Arial Systems FMV, or civil/commercial sensors.
Produces standard and non-standard FMV products, such as motion imagery summary reports and tailored mission-specific products.
Delivers products and participates in operational planning in support of CBP components, joint, or other mission requirements. Compiles/archives products utilizing GXP Xplorer in accordance with organizational standards.

Qualifications

Qualifications required:

  1. Knowledge of specialized intelligence collection of FMV platforms, dissemination techniques, sources, and the ability to produce instruction regarding full motion video analysis.
  2. Comprehensive knowledge of operations of the entire intelligence program of CBP and its relationship to national intelligence activities that involve the prevention of national security acts, including potential terrorists' attacks, weapons, narcotics, people smuggling, and international money laundering.
  3. Expert knowledge of the interplay of geographical, political, military, economic, and industrial forces, in various regions of the world.
  4. Ability to communicate effectively both orally and in writing to effectively disseminate information and to conduct presentations and briefings to executive audiences in both the intelligence, law enforcement, and trade communities.
  5. Vast knowledge of a wide range of research and analytical imagery applications when developing innovative solutions from questionable or incomplete data.
  6. Extensive knowledge of intelligence issues to validate imagery conclusions and coordinate input from other analysts and organizations when preparing finished imagery intelligence products.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
