This position serves as a Supervisory Supply Management Specialist-Assistant Chief Supply Chain Officer (ACSCO). They are the supply chain management specialist for a VA Health Care System (VA HCS) and are responsible for the development and integration of a cohesive supply chain operations, including planning and coordination with fiscal, acquisition, clinical and administrative operations.

Major duties and responsibilities include:

  • Operationalizing performance and measurement of logistics functions throughout the VA HCS for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment.
  • Conducting logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards.
  • Participating in the planning of all levels of supply chain activities involved in sourcing, procurement, and logistics management.
  • Serving as a logistics management authority for a VA HCS, a medical facility that includes community-based outpatient clinics (CBOCs) and other health care activities dispersed over a geographic catchment area.
  • Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements.
  • Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy.
  • Develops performance measurement/management of all of the aforementioned (including statistical analysis, workload projections, and process management).
  • Conducts cost-benefit analysis for procurements through the total supply chain.
  • Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures.
  • Oversees all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles.
  • Plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines.
  • Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis.
  • Makes changes in work assignments and workflow, and balances workload among positions to increase effectiveness of operations supervised.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Supply Management Specialist. Specialized experience includes, serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of supply chain operations. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements and Work Environment: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities. Work is normally performed in an office setting that is adequately lighted, heated, and ventilated, and requires safe office practices.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
