This position is located in the U.S. Environmental Protection Agency, Office of Inspector General (OIG), , Office of Mission Support (OMS) and oversees a budget of over $50+ million. The incumbent serves as the Assistant Inspector General (AIG). As the AIG, the incumbent is a member of the OIG senior leadership team actively involved in the executive decision-making process.
As the AIG for Mission Support, you will be responsible for:
Serving as the senior advisor to the Associate Deputy IG, the Deputy IG and the IG on all management related issues to include but not limited to budget, HR, acquisitions, facility, records, and property management to aid senior leader decision making;
Providing strategic vision and guidance in the areas of budget, HR and acquisitions developing programs to support that vision as aligned with OIG goals and objectives and are consistent with the mission and management objectives of the Inspector General, Deputy Inspector General, and Associate Deputy IG;
In control of making adjustments, identifying and eliminating impediments to successful mission accomplishments, and making decisions on problems not resolved at lower organizational levels;
Providing leadership and direction in identifying the appropriate course of action that has the greatest benefit and lowest risk to operations;
Directing the work of subordinates with full supervision and management authority for long-range planning, goal setting and evaluation of the staff;
Dealing effectively with top management in a staff relationship, to reach collaborative solutions or a sound and defensible alternative to complex, controversial, and sensitive problems and to create an environment conductive to mutually cooperative decision making.
This is a Public Trust Position. Employment in this position requires a background investigation. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition, all applicants must submit a separate written narrative response to each of the following MTQs. MTQ 1 - Extensive experience in budgeting, financial reporting, performance measurement and control processes. Skilled in managing a large financial, budget, procurement, and Aquisition/Contract processes and laws. Strong knowledge of Federal budget and appropriation laws and procedures, with hands-on experience in the full Federal budgeting process. Demonstrated mastery knowledge of, and skill in applying, advanced principles, concepts, laws, and regulations of the federal budget process and financial administration where there are uncertainties in legislation, authorities, and scope of programs. Proven ability to work with external stakeholders, like OMB and Congress, to provide information and address inquiries.
MTQ 2 - Demonstrated extensive experience leading a staff responsible for a range of mission support management functions to include budgeting, human resources, and acquisition. Develop creative and innovative solutions to complex mission support problems. Demonstrated ability to coordinate with appropriate officials within and outside a large organization to oversee policy development and compliance.
MTQ 3 - Demonstrated expertise and in-depth knowledge in the recruiting, career management, performance management, training, professional development, and a demonstrated strong understanding of human resource laws, authorities, and operational management of recruiting and human capital matters. This includes the ability to work with a variety of people, effectively communicate with multiple external organizations and facilitate progress while working towards a common goal of recruiting for a large technical organization. Extensive knowledge of Human Capital programs for a large technical organization, including, but not limited to, programs involving alternative personnel systems, civilian recruitment and diversity outreach, corporate workforce planning, knowledge management, organizational skills assessments, professional development/learning programs, and Equal Opportunity programs.

Applicants will be rated and ranked by the Executive Resources Board (ERB) using only the information submitted for consideration.
