Duties

Help

Works in the Research & Development Branch, Food & Beverage Division, Operations Directorate. Responsible for financial analysis through performing studies, developing and presenting process improvement plans and balance scorecard performance measurements in the support of Food Transformation Initiative (FTI). Required to use standard government accounting systems. Services Automated Information System (SAIS) and the Air Force Services Financial Management System (AFSFMS) reporting modules and tools. Designs, creates, and generates standard financial reports to support Key Performance Indicators (KPl). Serves as an agent for change within food and beverage division concentrating on the continuous improvement of the end-to end accounting processes and systems. Studies the structure and/or functions of Food Transformation Initiative (FTI) bases with interrelated work processes or functions to improve processes, maximize resources utilization, and resolve substantive issues of moderate scope, and proposes new organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and or staffing levels to achieve greater efficiencies and reduced operating costs. Plans and conducts comprehensive analytical studies of assigned organizations or significant segments of several major functions to develop improvement ideas and solutions using statistical data from system generated metrics. Independently monitors and analyzes the metrics and performance trends of FTI through varying system generated and manual reports. Prepares detailed plans and performs work measurement, methods and procedures, manpower requirements utilization, benchmarking, and/or time engineered studies for substantive work processes and functions that are interrelated to improve production efficiency. Manages all stages of the projects that address improvements in processes to include design, user acceptance and integration. Reviews, prepares, and presents briefings on findings and recommendations to managers, supervisor, and AF Services leadership. Ensures safety, security, and housekeeping rules are followed. Reports the status and progress of work and causes of delays recommending solutions for approval to resolve. Answers supervisor's questions on overall work operations and problems. Performs other related duties as assigned. May be required to travel by military and/or commercial aircraft in the performance of temporary duty or training assignments to locations both in the United States and overseas.

Qualifying Experience:
Experience with applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Food and Beverage Operations. Extensive experience with large- or small-scale systems project work. Requires technical experience with the principles of accrual accounting.

Knowledge, Skills and Abilities (KSA's):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Broad understanding of financial analysis and accounting processes.
  2. Skilled in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organization productivity.
  3. Skilled in developing new or modified work methods, organization structures, management processes, and/or program administration procedures.
  4. Experience with Microsoft Project Manager and Oracle Balanced Scorecard or similar programs is desired.
  5. Experience with MS Office application software to produce a wide range of office reports and documents.
  6. Knowledge of database application.
  7. Highly organized and able to work independently.
  8. BS degree in Business Management, Finance, Accounting or Information systems.
