Duties

Help

As a SUPERVISORY GENERAL SUPPLY SPECIALIST (TITLE 32), GS-2001-11, you will direct the development, coordination, and implementation of procedural changes; direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and direct acquisition, accountability, incoming, outgoing and formal transfer of logistic asset for the USPFO in support of the Federal and state mission; responsible for the management, direction, and supervision of employees.

Major Duties - This is NOT an all-inclusive list:

  • Provide technical and administrative supervision to subordinate personnel.
  • Interview candidates for positions in the flight; recommend appointment, promotion, or reassignment of subordinate personnel.
  • Monitor and evaluate employee performance.
  • Delegate responsibility and authority to subordinates.
  • Establish, review, and revise policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment.
  • Develop plans, programs, and policies for the operation, management, and administration of current and projected organizational programs.
  • Develop draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission.
  • Provide guidance regarding logistic inventory control and conducting surveys of logistic supplies and inventory management functions.
  • Hear and resolve complaints from employees, referring grievances and more serious unresolved complaints to a higher level supervisor or manager.
  • Implement, promote, and effectively support equal opportunity for all personnel and follows provisions of labor agreements and applicable directives pertaining to personnel management.
  • Provide advice, counsel, and instruction on work and administrative matters.
  • Monitor and review the monthly inventory document for excessive gains/losses and initiates appropriate action as required.
  • Promote team building, implement quality improvements, and respond to concerns with regulatory compliance and/or customer requirements.
  • Assign work to achieve maximum economy, effectiveness, skill utilization, and employee motivation.
  • Assist employees in reaching performance goals.
  • Identify developmental and training needs of subordinates and provide and/or arrange for needed development and training.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.



Military Grades: Minimum rank SFC, may not exceed rank of MAJ.


SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess experience, education or training which includes at least 1 year at the lower-level GS-09, supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions; experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess the specialized experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
