Major Duties and Responsibilities:

Lead the monitoring and the implementation of interagency plans by coordinating and integrating competing requirements and priorities of multiple stakeholders; plan and participate in interagency meetings.

Evaluate, integrate, review, and develop planning efforts for area of responsibility in coordination with the Open Source Intelligence (OSIE) Executive (OSIE) and OSINT Functional Manager, and in collaboration with other US Government agencies.

Manage the Open-Source Intelligence (OSINT) and Document and Media Exploitation (DOMEX) portfolio, including a wide range of topics and issues spanning the Publicly and Commercially Available Information (PAI and CAI)

Maintain awareness of community capabilities, enterprise initiatives, and data acquisitions to assist with enterprise deconfliction across disciplines, coordinate acquisitions with the ICCFO and inform ODNI senior executive leadership on common equities.

Conduct in-depth assessments of OSINT and DOMEX capabilities and provide expert counsel to ODNI senior executive leadership, National Intelligence Managers (NIMs), and National Intelligence Collection Officers (NICOs), to support decision-making on collection enterprise issues.

Develop substantive inputs to the intelligence planning, programming, budgeting, and evaluation process in order to secure funding for OSINT and DOMEX-related capabilities.

Provide direct advice to ODNI senior leadership on Open Source activities including budget and resources, topical issues and challenges, congressional actions, and talking points; coordinate actions across the OSINT community to include Defense Intelligence, non-Title 50 organizations, US allies, industry, and mission performance.

Work together with the other intelligence disciplines to identify requirements for multi-INT collection, analysis and missions performance.

Act as liaison with ODNI elements and other agencies with responsibility for OSINT collection and DOMEX activities to ensure alignment of programs, procedures, budgets, acquisitions, and guidelines.

Advise Deputy Director for Mission Integration (DMI), Mission Priorities, Analysis, and Collection (MPAC) and other ODNI leadership personnel with a collection mission on OSINT and DOMEX programs; serve as a subject matter expert for integrating OSINT and DOMEX capabilities,; and provide strategic guidance to USG OSINT and DOMEX organizations.

Lead the development of initiatives that will improve partnerships, promote best practices, and foster integration across the spectrum of intelligence disciplines, while standardizing and unify the IC OSINT Enterprise.

Support DMI initiatives to address cross-cutting enterprise challenges and mission management priorities that can leverage OSINT and DOMEX capabilities.

Support community decision-making for OSINT and DOMEX issues to align collection capabilities against enduring and emerging national intelligence priorities, programs, and initiatives ensuring coordination among the major collection disciplines.

Brief senior ODNI leaders, IC members, policymakers, military decision makers, members of Congress, and other major stakeholders on OSINT and DOMEX issues.

Qualifications

Mandatory requirements:

Expert knowledge and experience with the breadth of OSINT tasking, collection, and exploitation; OSINT planning processes, critical analysis, and concensus building; as well as an understanding of how OSINT integrates with other intelligence disciplines and familiarity with DOMEX exploitation, processing, and reporting functions and organizations.

Superior interpersonal, organization, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment.

Superior ability to communicate complex information clearly. concisely, and in a manner that is targeted to and meets the needs of diverse audiences, including senior-level policymakers.

Desired Requirements:

Superior ability to develop innovative and flexible solutions for complex cross-organizational issues, taking initiative and making key contributions to group efforts.

Ten years of experience leading strategic planning, managing, and directing the successful efforts of a government or private research organization or ten or more years of experience in OSINT governance, collection management, requirements policy development, or requirements management.

Superior ability to plan and coordinate the integration of existing and emerging interagency capabilities to accomplish operational or strategic objectives.
