This position is listed as a remote work position, in order to allow candidates from across the country to apply and be considered. However, Commerce OIG is flexible. Any selected applicant within the Seattle, WA or Washington, DC commuting areas will have the additional options of working onsite in one of those offices, or having a hybrid telework agreement allowing a mixture of both in-office work and telework.
As a Data Scientist, you will:
Serve as a subject matter expert (SME) for the team on data science research and projects that conduct analyses to make informed projections, data-driven decisions, and recommendations based on findings.
Conduct analyses utilizing open source or proprietary programming languages to write code that prepares, processes, and transforms data, and applies advance scientific, mathematical, and statistical principals and theories to new and existing data sources.
Design, implement, and oversee workflows for data collection, data storage, and data retrieval.
Initiate, formulate, plan, and execute analytic research projects.
Work with auditors, investigators, inspectors, and other stakeholders to identify, obtain, and review large datasets for fraud, waste, and/or abuse.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-14 level you must meet the specialized experience requirements for this position, with at least one (1) full year of experience at the GS-13 level, or equivalent. This experience as provided below, should have equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position.
This specialized experience includes:
-Applying advanced scientific, mathematical and statistical principles and techniques to support investigations, audits and inspections; AND
-Conducting data analyses using software or programming languages such as R, Python, or SAS to explore/group data, test hypotheses, predict outcomes, and develop findings; AND
-Managing analytic studies and projects throughout all steps of the data analytics life cycle, such as: the development of research questions, acquisition of reliable data from appropriate sources, processing, transforming, and preparing data for analysis, producing statistical evidence, and communicating results through written reports and data visualizations; AND
-Drawing conclusions and producing technical/narrative reports based upon the results of data analyses that explain facts, observations, or other information.
Education
To be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions in the federal government. These requirements are:
A) A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B) A combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
