Major Duties and Responsibilities:

Foster and cultivate strategic alliances and professional networks with interagency partners, the NSC Staff, and other community elements to facilitate priority attention on National Intelligence Strategy, NIM Africa's UIS, and other national level strategic guidance documents.

Develop and continually expand personal expertise in facilitating the cooperation and effective coordination of organizations within ODNI, the IC, and other U.S. Government agencies.

Prepare and present briefings, reports, and presentations to Office of the Director of National Intelligence (ODNI) leadership, senior policymakers, National Security Staff, and other U.S Government consumers in a manner that meets their specified requirements.

Maintain situational awareness of significant issues affecting NIM Africa and the broader community and alert senior NIM Africa and ODNI staff regarding emerging issues that affect the office.

Lead cross-ODNI collaboration to ensure customer requirements and priorities align with IC mission, goals and objectives in Africa as they address progressive policy requirements, collection emphasis, and federated community production.

Lead the development and preparation of internal and external memoranda, tasking responses, and other correspondence, to include policy analysis documents in response to tasking from policymakers.

Promote and share information and knowledge within ODNI and with other government agencies, and effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.

Engage IC and DoD counterparts on tactical coordination issues to ensure effective implementation of flagship collaboration initiatives.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Thorough knowledge and experience with planning processes, critical analysis, consensus building, as well as the application and integration of all instruments of national power in protecting the U.S. and its interests abroad.

Skills and ability to lead interagency planning efforts, working groups, and initiatives to synchronize and advance UIS objectives.

Ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.

Thorough interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment.

Analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Thorough oral and written communication skills with ability to view substantive and administrative issues, exert influence to senior leadership, communicate effectively with people at all levels (both internal and external), brief management on reviews and findings, and organize and edit written reports of varying length and complexity.

Knowledge of IC organizations, mission postures, capabilities, and policy developments as they relate to Sub-Saharan and /or North Africa.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
