This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of the GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds



The primary purpose of the position is to serve as a Health System Specialist for the Office of Diversity, Equity, & Inclusion (DE&I). This will entail the development, advancement, and promulgation of DE&I strategies, training, and enlightenment to rive cultural shifts in the VHAs approach, and application of E&I principles.

The incumbent performs the following major duties and responsibilities:

Analyze and evaluate broad and difficult problems that arise when developing statement of case apply extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; and the related ability to apply health care management principles to complex problem-solving situations.

Apply advanced qualitative and quantitative techniques to perform thorough management analysis of cases development as they evolve to make recommendations for change and improvement.

Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization.

Develop networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.

Involve agency administrative practices such as correspondence control practices, office processes, regulations, and rues in keeping with senior management decision makers affecting the administration and delivery of healthcare services.

Protect information and data, manage administrative tasks, office automation, and inter-agency communication by ensuring their availability, authentication, confidentiality, and integrity.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule may be Available)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this Health System Specialist position, applicants must meet the Individual Occupational Requirement (IOR), Requirements.

Education Requirement: Possess undergraduate or graduate education with major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required.

OR

Required Experience: Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.


You will also need to qualify based on your experience as described below:

  • Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of health care services administration, continuous quality improvement, data analysis; healthcare principles, theories and practices; budgeting planning, administration, and labor union relationship.

  • Specialized Experience GS-13 You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying advance analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; and recommend solutions in improving program effectiveness and/or organizational productivity in a health care environment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
