This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator - HQ Operations - Scientific Services Division in the Office of the Assistant Administrator, Headquarters Operations, Scientific Services Division. The incumbent provides first-line administrative and technical supervision to a staff of professional personnel in a laboratory conducting examinations of alcohol beverage, non-beverage, and tobacco products. In addition, the incumbent performs sample examinations in their field of expertise.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Take a leadership role in the continual improvement of the laboratory's quality and safety programs by identifying and recommending division-wide changes and/or leading multi-lab workgroups.
  • Ensure the laboratory is fully capable of producing the intended data for regulatory decisions, and appropriate technologies are utilized in the analysis of regulated products to generate accurate data.
  • Represent TTB at meetings with industry, other Federal agencies, foreign regulatory agencies, State alcohol and tobacco regulators, Offices of State Attorneys General, and scientists in the private sector to guide, defend negotiate, and/or resolve TTB's positions on technical issues.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the GS-14: Specialized experience is one year of experience at the GS-13 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience includes:
-
Serving as a technical lead in the analysis of alcohol products (beverage or nonbeverage) and/or tobacco products; AND
-
Managing daily activities of the laboratory to ensure efficient and timely delivery of work products; AND
-
Responding or coordinating responses to lab inquiries on technical matters; AND
-
Training or coaching junior chemists and technicians in their technical duties and served as a reviewer for their analytical work.

Specialized experience includes:

Reviewing formulas and/or performed regulatory analyses on alcohol beverages or tobacco products using chemical, physical, or instrumental techniques; AND
-
Taking final actions such as tax classification based on analyzed results and/or regulatory guidelines; AND
-
Identifying or improving analytical methods; AND
-
Representing an agency at high levels or working groups.

Education

You must meet the minimum basic educational/experience requirements for chemist positions in the federal government. These include:

A.)
A 4-year degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR
B.)
A combination of education and experience with course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience, or additional education.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
