Qualifications

Your resume must also demonstrate at least one year of specialized experience at the next lower grade level, or equivalent under other pay systems in the public or private sector, and have provided Earned Value Management (EVM) support, applying predictive measures to forecast Estimates at Completion, integrating schedule changes with cost changes to understand impacts to the program's cost and schedule position, participating in Integrated Baseline Reviews, and planning, reviewing, and analyzing acquisition contract data reporting for major defense weapon systems programs.

The applicant must be capable of providing independent EVM support directly to program offices, understanding policy and procedures for EVM, presenting analyses to managers, consolidating information into portfolios, reviewing products to ensure that they meet quality standards, and be well versed in EIA-748 Guideline applicability.

Duties:

  • Thoroughly understands and demonstrates planning, policy development, and practical guidance on matters associated with Integrated Program Management (IPM), Earned Value Management (EVM)
  • Provide analysis reports, data and recommendations for development of the Government's position on significant contractual cost issues and prepare the associated comprehensive cost performance analyses.
  • Consistently comply with Department of Defense and Department of the Navy weapons system acquisition policies.
  • Understand and assist in the development and implementation of analytical techniques using EVM data.
  • Independently assist programs regarding Integrated Baseline Reviews and ensure that risks to contractual baseline achievability are identified.
  • Provide feedback to the Program Management Office on the contractor's ability to achieve contractual cost and schedule goals.
  • Periodically conduct interviews with members of the contractor and government teams for the purpose of investigating cost and schedule variance in order to analyze cause and effect relationships.
