Duties

Help

As a Deputy Assistant Inspector General for Audit, you will:
- Administer and oversee the work of the division and be held accountable for the success of the program's functions and activities.
- Serve as a principal advisor to the AIGA, providing technical capability for ensuring realistic and effective decisions in audit plans or matters resulting from audit performance or related to program oversight.
- Recommend policy based on thorough and expert knowledge of the Department's programs, professional experience, and educational background. Serve as the focal point for coordination with Departmental organizational units, other federal, state, and local government entities, and non-governmental organizations with respect to audit matters.
- Plan, conduct, supervise, and coordinate audits relating to the programs and operations of the Department through Field Offices.
- Serve as official liaison for the OIG on auditing matters with high-ranking officials from other federal audit agencies, OMB, state and local audit organizations, and CPA firms involved in HUD programs.

MTQ 1:
Demonstrated experience using professional knowledge of Yellow and Blue book standards, concepts, and techniques to serve as an expert on the interpretation and application of accounting theory and methodology, as applied to a complex environment combined with the demonstrated ability to apply standards promulgated by the GAO, AICPA, and other professional organizations.

MTQ 2: Demonstrated experience applying management principles and practices in the operation of an office including strategic planning, developing goals, performance management and reporting, personnel management policies relative to the responsibilities of a manager in areas such as employee relations, recruitment, and equal employment opportunity.

MTQ 3: Demonstrated experience managing oversight operations, programs, and practices.

MTQ 4: Demonstrated experience meeting and reaching consensus on complex issues with individuals, groups, and high-level officials within and outside the agency being audited, and the experience appropriately supporting the position of the organization when disagreements occur.

Education

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting/auditing in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting/auditing combination of accounting/auditing, college-level education, and training that provided professional accounting/auditing. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Other Information:
- This position has been designated as a Career Reserved position and will be filled on a career basis. Office of Personnel Management approval and a probationary period will be required for any applicant who does not have Senior Executive Service (SES) career status.
- OPM Certification: An initial appointment to an SES position is contingent on approval from the Office of Personnel Management (OPM) Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
- Veterans' Preference does not apply to the Senior Executive Service.
- Executive Branch agencies are prohibited by law from accepting or considering political recommendations and are required to return any political recommendations to the sender.

CONDITIONS OF EMPLOYMENT (CONTINUED):
