  • Conduct qualitative and quantitative analyses of the quality and performance of Facilitated Marketplace programs to identify areas of disparities and assess health equity impacts.
  • Develop and conduct program and policy analyses to identify and understand the needs and preferences of Facilitated Marketplace program and the needs of the enrollees.
  • Conduct analyses of survey data and claims data to identify areas of disparities and address gaps in equity.
  • Design, analyze, implement, and interpret studies regarding chronic conditions, disparities, population health, and social determinant of health factors.
  • Plan, direct, and monitor activities involved in researching and analyzing of program populations.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:

  1. Conducts qualitative and quantitative analyses of the quality and performance of Facilitated Marketplace programs to identify areas of disparities and assess health equity impacts;
  2. Translates the results of analysis into clear, actionable communications that equips decision makers to make informed, data-driven decisions to increase the capacity for advanced health equity data and analytics;
  3. Revises or develops new methods as necessary to ensure optimum research results with respect to data analysis and research questions; AND
  4. Prepares written documents (e.g., study reports, presentations, and correspondence) for senior leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position
-OR-
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
-OR-
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
