Duties

Help

The successful candidate will perform the full range of Innovation Program Analyst duties.

As an Innovation Program Analyst, you will support an innovation program that drives organizational change. Supports building acceptance strategies, sustainability plans and outcome measures for programs, initiatives, projects, and services to improve program performance. Examines and supports the integration of people, information, equipment, automation methods, and materials to achieve optimum quality and productivity in the agency's performance. Provides analytical and strategy support for the evaluation of strategic innovation opportunities. Advises agency management and employees on the innovation process model and technology to foster a culture that supports innovation as a means to solve problems and improve organizational effectiveness.

Specific duties include but are not limited to:

  1. Supporting the NRC's innovation program to identify specific opportunities and general themes for further exploration and development. Supports the innovation program manager, who serves as a liaison between senior management, subject matter experts, external partners, external agencies, and businesses leading innovative initiatives. Collaborates with critical stakeholders to identify opportunities and strategies that support the NRC's efforts and accelerate implementation of promising ideas. Develops and supports proposals, updates, issues, and findings to senior management inclusive of suggestions, risk mitigation, cost benefit analysis and action.
  2. Working closely with the innovation program manager to understand and support overall agency goals. Manages a technology platform that enables the collection, display and management of innovation ideas across the agency. Supports coordination of research and insights from internal and external resources to improve the NRC's innovation program and prioritize focus areas. Supports the innovation process from idea creation to implementation. Supports the management of the day-to-day process to engage stakeholders and experts in innovation.
  3. Supporting development and implementation of a communication strategy to update the NRC staff on the agency's innovation program. Supports the development, tracking, and reporting on the qualitative and quantitative metrics for innovation. Supports the continuous research on the innovation landscape and supports keeping the agency leadership updated on new developments or
  4. As a contracting officer’s representative (COR), assists in monitoring technical efforts being performed under contracts related to assigned projects. Monitors the contractor’s performance, notifies the contactor of failures to comply with the technical requirement of the contract and specific deficiencies and takes appropriate action to effect correction. Monitors, documents, and evaluates contractor performance in accordance with Federal Acquisition Regulations (FAR) and NRC acquisition management

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

  1. Knowledge of the principles, theories, and practices in the fields of organizational change management and/or innovation in order to implement innovation.
  2. Demonstrated ability to lead interdisciplinary teams and perform project management activities.
  3. Demonstrated ability to clearly communicate with an organization’s staff and management, other government agencies, elected officials, the public, the press and/or industry groups on varied complex and sometimes controversial technical problems.

SPECIALIZED EXPERIENCE is defined as experience that demonstrates a knowledge of organizational factors and/or organizational change management.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.

Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
