Summary

This position is in the General Services Administration (GSA), Office of the Deputy Administrator, Project Management Office (PMO) for the Technology Modernization Fund (TMF).

The incumbent serves as a Program Specialist and performs complex, sensitive work characterized by an exceptional degree of difficulty and responsibility within the organization.

TIME LIMITED APPOINTMENT FOR A PERIOD OF MORE THAN 13 MONTHS BUT NOT TO EXCEED 4 YEARS.

  • Monitors, evaluates and/or executes assigned programs and initiatives. Develops recommendations, operating policies and/or procedures. Analyzes and evaluates the effectiveness of program operations and performance in meeting established goals and objectives. Performs cradle to grave analyses, develops life-cycle cost analyses and develops recommendations for improving the efficiency and effectiveness of the management of the program and initiatives.
  • Performs special assignments, as directed, which may involve any phase of the assigned area, and which frequently overlap into other related functional disciplines as well.  The Incumbent serves as the technical coordinator of such projects, obtaining appropriate resources and/or personnel to accomplish designed objectives.  
  • Responsible for the administration of transfers and repayments. Drafts, reviews, and manages the execution of written and or interagency agreements (IAAs). Coordinates with the Office of the Chief Financial Officer (OCFO) to transfer and collect funds.
  • Supports, advises, and oversees policies/procedures applied throughout appropriated, reimbursables and fund accounts. Ensures effective funds control and accountability for the use of funds. Manages commitments and obligations to ensure they meet the approved budget allocations. Identifies financial risks and opportunities. Documents, monitors, and manages project transfers, repayments and return of funds. Oversees and reviews budget estimates and financial plans.
  • Serves as a liaison with the technical staff to communicate and advise agencies on processes. Coordinates stakeholder meetings and documents/verifies statutory requirements.
  • Assists senior leadership and management officials in planning, coordinating, and executing internal administrative duties that include, but are not limited to, work procedures and processes, information resource management, financial/budgetary planning, and execution.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-13 salary range starts at $103,409.00 per year. Locality pay will be determined once the duty location has been established. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience providing comprehensive coordination, tracking, and analyses of program operations, support functions, and projects by performing such duties as gathering data, tracking projects or program operations and support functions, conducting analyses and preparing reports for high level management; maintaining responsibility for customer contact and liaison; and providing comprehensive administrative support functions for high level management.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • Knowledge of agency organization, programs, mission and functions to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of programs operations or functions.
  • Ability to work productively and cooperatively as a member of a project team on financial management projects.
  • Ability to interface with top-level management of GSA and other agencies as well as corporate personnel and contractors.
  • Ability to function in a dynamic environment, assimilate new information, relate it to ongoing actions, and incorporate it into the management decision-making process.
  • Ability to identify problem areas, conduct studies, analyze findings and make recommendations on substantive operating programs.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
