Duties

Help
  • Perfect and maintain water rights on BLM administered lands in the name of the U.S. Government.
  • Coordinate with AZ Department of Water Resources on water rights issues.
  • Coordinate with the Office of the Solicitor and the Department of Justice on water rights litigation.
  • Coordinate monitoring of water rights and water uses with the BLM AZ field and district offices.
  • Provide oversight and guidance to BLM AZ field and district offices regarding water rights and uses on BLM administered lands.

GS-12: Specialized Experience:
You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: This includes experience or understanding of state based water rights and federal water reserves; ability to maintain a variety of data using various information management systems; ability to communicate effectively with a wide audience including internal and external parties, such as, senior level executives, field office specialists, state and local government officials and members of the general public.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements by the closing date of the announcement.

Physical Demands: The work involves 25 percent or less outside work. Outside work demands climbing, bending, and hiking often over rough, uneven surfaces or mountainous terrain and sometimes in extreme weather conditions. Duties could include wading and operation of watercraft on streams, rivers, creeks, and lakes sometimes at or near flood stage. Motor vehicle operation may occur under various severe winter weather and road conditions and at various times of the night.

Work Environment: The job involves a combination of office and fieldwork with occasional travel. Fieldwork is performed over a wide range of conditions varying from river and creek channels to rugged, steep mountainous terrain. In general, fieldwork may be required throughout the year. It may be necessary to conduct some studies in winter months. There is regular and recurring exposure to moderate risks and discomforts such as very low or very high temperatures, adverse weather conditions, and similar situations.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.
