  • Serve as an expert advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.
  • Develop, integrate, and help defend the annual Program Objective Memorandum (POM).
  • Provide institutional expertise for planning input to the PPBES process.
  • Analyze data input, trends, and program inconsistencies considering requirements, policies, and funding. and appropriation constraints and regulations.
  • Require an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Utilizing a resource management or financial management process in support of program planning such as; Planning, Programming, Budgeting, and Execution System (PPBES); and 2) analyzing requirements to support organizational program development utilizing programs such as Program Objective Memorandum (POM); and 3) Developing and/or presenting leadership with reporting strategic planning on annual or multi-year fiscal program plans such as funding and/or programming constraints to support the decision-making process.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-2/GS-11).

Education
