Duties

Help
  • You will perform assignments such as simplified acquisitions and administering post award functions such as issuing orders, and completing contract modifications, evaluating performance, and completing contract terminations.
  • You will be responsible for all aspects of the procurement process beginning with identification of requirement through post award of contract.
  • You will independently plan and accomplishes work assignments under general supervision with assistance from higher graded contract specialists for more complex and/or non-routine work assignments.
  • You will provide assistance in the development and review of requirements (Statement of Work, specifications, technical evaluation criteria, source selection plans) and makes recommendations to ensure documents are complete and well defined.
  • You will recommend appropriate method of procurement (full and open competition, sole source) by reviewing previous history, market conditions and/or technical data packages.
  • You will prepare and issues solicitations for a variety of requirements (services and/or supplies), selects appropriate clauses including packaging and delivery requirements or other stipulations.
  • You will serve as the central point of contact for inquiries on assigned procurement actions.
  • You will perform detailed price and cost analysis of proposals received to assess fair and reasonableness and make recommendations to higher graded contract specialists.
  • You will prepare business clearances, participating in negotiations with higher graded contract specialists, and providing recommendations for award.
  • You will coordinate with other Government agencies to obtain wage rate information, request audits and/or pre award survey.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the NT-04: in addition to the Basic Education Requirements, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-03 (GS-9/10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector soliciting, evaluating, negotiating, awarding, or administering contracts in support of an acquisition program.

To qualify for the NT-03: in addition to the Basic Education Requirements, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-02 (GS-5-7 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in soliciting, evaluating, negotiating, awarding, or administering contracts in support of an acquisition program.

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement

  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

  • Master's or equivalent graduate degree.
  • Two full years of progressively higher level graduate education leading to such a degree.
  • LL.B. or J.D., if related.
