Duties

Help
  • This position serves as a Rangeland Management Specialist for the Canyon Country District.
  • Prepares, evaluates and conducts ecological analyses of public rangeland projects.
  • Reviews grazing permit applications to ensure compliance with appropriate federal law and regulations.
  • Conducts studies to address rangeland management concerns and objectives.
  • Conducts monitoring studies and determines the need for rangeland and watershed improvements.
  • Coordinates and consults with local Tribal Councils, State agencies, special interest groups and other federal agencies concerned with the proper protection and conservation of rangeland ecosystems.
  • Participates in monitoring and surveying activities that may impact sensitive shrub and grasslands.
  • Utilizes automated equipment and systems such as the Rangeland Administration System (RAS) and Rangeland Improvement Projects System (RIPS).
  • Properly files, stores and preserves range administration records and monitoring data.
  • Participates in the gathering, analysis, interpretation and evaluation of monitoring data.
  • Authorizes livestock use, process crossing permits and transfers, perform case file updates and execute unauthorized use actions.
  • Implements adaptive rangeland management and coordinates with others using available assessments, collected monitoring data and sound science to ensure for sustained yield of the resources.
  • Collects monitoring data for the understanding of rangeland functions and livestock interactions to make informed land management decisions.
  • Participates on teams for upland Rangeland Health and riparian Proper Functioning Condition assessments.

To qualify at the GS-05 level you must meet the following:

To qualify for the GS-05 Rangeland Management Specialist, you must meet the basic requirements.

To qualify at the GS-07 level you must meet the following:

Specialized Experience:
Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level comparable in difficulty and complexity to perform the duties of a Rangeland Management Specialist. Qualifying specialized experience includes: planning and/or conducting range studies on several assigned allotments; assisting higher level professionals with grazing applications and permits; assisting in the management of an invasive weed program including inventorying, monitoring or treatments; monitoring and/or surveying activities; and utilizing automated equipment and systems.

OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study.

OR Superior Academic Achievement: (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements by the closing date of the announcement.

Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.

Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.

Education

This position has a positive education requirement which requires that you have a:

  1. Degree: Range Management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

    • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

    • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

    • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

  2. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in 1 above, plus appropriate experience or additional education.
