Summary

As a Management and Program Analyst, you will apply analytical ability, judgment, discretion, and expert knowledge of TTS policies, principles, concepts to managing audits, records management, and Freedom of Information Act for TTS.

Location of position: FAS, TTS The office is responsible to provide oversight of TTS' consolidated management functions including strategic planning, performance management, governance, risk management, internal controls, and compliance program activities.

We are currently filling one vacancy.

  • Manages active audits underway throughout TTS and its lower-echelon program offices including scoping, data and documentation collection, response development, verification and review, and submission to auditors. Leads coordination and collaboration with key internal agency stakeholders (e.g., Office of the Chief Financial Officer, other FAS program offices, OIG, as well as external stakeholders (e.g., GAO, OMB, Congress).
  • Exercises oversight as delegated by the supervisor of program office completion of corrective action plans (CAPs), including tracking and documenting responses and progress and reporting this information to the supervisor/Director of the Enterprise Management Program Management Office (EMPMO).
  • Meets and collaborates with OCFO and its audit management staff for internal audits, implementation reviews, and other audit related duties. Maintains a repository of TTS audit responses and processes and updates process documents for managing audits as necessary.
  • Functions as the subject-matter expert and manager of TTS’ Records and Information Management (RIM) program, responsible for ensuring TTS wide compliance with records management requirements in accordance with existing federal and agency guidelines (e.g., GSA Directives, Administrative Orders; National Archives and Records Administration standards).
  • Contributes to the execution of TTS’ congressional, FOIA, and similar higher echelon request response requirements. Ensures adequacy of development and proper processes and procedures for receipt, completion, and routing of FOIA response letters, congressional inquiry correspondence, data and other information reporting, and similar specialized program office level governance, risk management, compliance, and related information/communications requirements and sharing.

The GS-14 salary range in 122,198.00

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is define as follows:

  • Drafting internal and external communications, including presentations, reports, and materials that present findings and recommendations supporting initiatives and changes within program areas;
  • Providing advice and guidance to senior leadership, monitoring and evaluating program performance, and developing specific recommendations for new or modified approaches; and
  • Experience managing audit responses, overseeing records management, and applying organizational policies to review, research, and coordinate staff in preparing timely responses to Freedom of Information Act (FOIA) requests, Congressional inquiries, and/or executive correspondence.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of and related skill in applying advanced analytical and evaluative methods, techniques, processes, and procedures sufficient to identify elements of, analyze, evaluate, and respond to a variety of complex situations, requests, and assignments involving GAO and OIG audits; records management; and FOIA and congressional requests; extensive coordination and discretion; development of related guidance; identifying problem areas, conducting extensive research, analyzing complex technical data, and making decisions or recommendations to stakeholders; researching, analyzing, and providing resolutions for a variety of issues relative to assigned management and program areas.

  • Skill in written and verbal communications and interpersonal relations sufficient to create and present sensitive, controversial, or complex recommendations, reports, or other information to higher-echelon and external management and/or oversight authorities (e.g., GAO, Congress), cooperate with officials internal and external to the agency on complex, controversial, and/or sensitive and potentially unprecedented issues; articulate and represent the agency, program office, and/or program segment position; conduct briefings, give speeches, negotiate requirements, and implement changes in assigned work areas; develop, review, and/or provide comments and suggestions on documents for FOIA and congressional responses, records management guidance, briefing papers, and various reports; develop networks and coalitions, gain cooperation from others to obtain information and accomplish goals, negotiate to find mutually acceptable solutions, and build consensus; and prepare or conduct program office presentations to executive and other management and staff officials of other entities.

  • Knowledge of and related ability to research, understand, and apply a variety of guidelines (e.g., agency, bureau, program office) such as regulations, policies, processes, and procedures as well as federal laws and regulations, Executive Orders, and agency directives pertaining to the designated internal controls and program and related areas.
  • Knowledge of FOIA guidelines such as rules, regulations, and redactions sufficient to assist program office organizations, management, and/or staff in responding to FOIA requests is required.
