As the Director, using direction from the Joint Staff J3 and J39, provides needed program direction and management of the assigned missions to include: providing Joint Operations in the Information Environment (OIE) subject matter expertise and advice to the Chairman Joint Chiefs of Staff (CJCS) and Combatant Commanders; facilitate CCMD and service collaborative efforts to identify and develop OIE concepts and joint OIE solutions; assist the Joint Staff in advocating for and integrating CCMD OIE requirements; assisting the Joint Staff with joint Information Operations (IO) force development activities; establish joint standards for OIE training and education; assist the Joint Staff in executing its joint IO force management role across the spectrum of information related capabilities; support IO integration, assessment, military deception (MILDEC) and operations security (OPSEC) with tailored IO intelligence. The Director provides leadership, expert management, and program direction to the Joint Information Operations Warfare Center (JIOWC) workforce relating to the mission, including development of planning options, identifying resource requirements, and deciding on appropriate courses of action to meet mission requirements. Assures JIOWC capabilities are technically sound and ready for rapid, dynamic, and operational environment. Maintains currency with advances in state-of-the-art technology and changes in the international political situation.

Responsible for executing plans and missions as directed by the Joint Staff J3 and J39. Enables the accomplishment of joint OIE across the DoD and Combatant Commands by: providing the CCMDs with the assessment tools and processes needed to evaluate the performance and effectiveness of joint OIE ; facilitating the integration of OIE plans and capabilities; facilitating best practices across the joint IO force; providing direct support to the Combatant and Joint Force commanders across all information related capabilities; and by developing, supporting, and executing compartmented plans and operations as directed by the Joint Staff. The Director oversees the allocation of resources and execution of programs integral to mission accomplishment. The incumbent is expected to exercise a high degree of autonomy in applying sound, mature judgment to develop effective solutions to a wide range of technical and resource management problems and issues.

Directs the efforts of approximately 200 JIOWC professional, technical, administrative and contract personnel. Presents, interprets, and defends technical and operational programs. Broad experience in multidisciplinary analysis processes is necessary to assure cooperation and acceptance of evaluations and recommendations. The Director maintains current knowledge of Joint Operations in the Information Environment (OIE) related technology. The incumbent reviews new products, techniques, and developments of other government and commercial organizations to take advantage of the experience and expertise in OIE related activities. Ensures mission objectives are met, that work is coordinated with other agencies as appropriate, and that objectives are accomplished. Manages the resolution of program problems in diverse fields and makes final decisions or refers to higher Headquarters on controversial issues and problems cutting across organizational lines. Additionally, the Director oversees the productivity of a highly trained and qualified workforce that ensures mission success.

Responsible for planning and establishing internal operating policies and procedures, allocating resources, determining trade-offs among managerial and technical considerations develop and de-conflicts priorities of the OIE mission.

Develops and oversees the evaluations and quality control programs of the JIOWC. Establishes the criteria and determines the analytic standards for product reporting. Assesses current operations, new developments, and proposed programs and takes action to initiate, modify, or discontinue programs as appropriate.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Demonstrated ability and experience in developing strategic Operations in the Information Environment planning concepts on matters pertaining to joint operations and current operational requirements. Possess the ability to perform in a highly complex operational environment that requires close cooperation between several high-level federal agencies/organizations (or similar) and allies/partner nations equivalents.

B. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be outdated. ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

Master's Degree from a Senior Service College in Strategic Studies, Leadership, Management, or a related field is highly desired.

Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board, the Under Secretary of the Air Force and OPM Quality Review Board (QRB) Certification.
