Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the U.S. Army Corps of Engineers, Memphis District Operations Division, Physical Support Branch, Plant Section.

NOTE: In the absence of the Master, this position qualifies at the dual-rate at the XH-09.

Duties

Help
  • Operates tender by manipulating pilothouse controls governing the speed and direction of the boat, as required in making and breaking of tows, towing plant and barges in immediate vicinity of projects.
  • May direct the work of 1-2 deckhands, and a steersman as required by work.
  • Performs preventive maintenance during standby periods.
  • May be assigned to operate an alternate boat performing hydrographic surveys at various locations along the Mississippi River and its tributaries.
  • Operates motor vehicles and boats to transport personnel, materials, and supplies to and from job sites.
  • Maintains a log of daily operations indicating data such as hours of operation, approximate miles traveled, and supplies utilized.
  • Works as a member of the Fleet work crew.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a USCG License.
  • Must possess a valid state issued vehicle driver’s license prior to employment and maintain thereafter.
  • Must obtain and maintain a Tankerman PIC - Dangerous Liquids within 24 months of employment.
  • This position is subject to random drug and alcohol test screenings.
  • This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position
  • Must obtain and/or maintain forklift operator’s license within 12 months of employment.
  • Must possess at a minimum, a Master of Towing Vessels upon Western Rivers and a valid radar endorsement. (MUST ATTACH WITH APPLICATION)

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ASSISTANT MASTER TENDER (DR) ~ without more than normal supervision; such as operating the tender and performing basic routine maintenance. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: Physical exertion is required in lifting heavy parts, tying up barges, etc. Regularly lifts up to 50 pounds. Continuous standing, walking and stooping are required.
  • Working Conditions: Works around moving machinery and floating plant. There is danger of injury as a result of snapping cables and lines moving heavy equipment and lifting heavy anchors. There is exposure to traffic hazards, especially at night. Since work is over water, there is danger of drowning, although workers are required to wear Kapok vests.

  • Employee may be required to serve up to 3 to 4 months continuous deployments per season. This could entail working away from home, on the river or other places for 3 to 4 months straight year after year.
