Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Conduct market research to identify trends, opportunities, and challenges in the local and regional food systems.
  • Work with external partners on analyzing data related to consumer preferences, market demand, and pricing of local and regional agricultural products.
  • Develop research proposals, ideas, and initiatives through working with internal and external partners aimed at enhancing the sustainability of local and regional food systems.
  • Lead research projects aimed at developing and recommending appropriate agricultural marketing and transportation strategies for various producer and agribusiness constituents.
  • Identify and monitor economic trends affecting agricultural producers, processors, and marketing institutions through review of professional journals, trade publications, and other print media.
  • Define, plan, and organize the scope of research studies, establish project objectives, research methodologies, and timetables for completion.
  • Serve as a primary point of contact with industry, grower, university, and community cooperators involved in collaborative research and technical assistance.
  • Provide expert consultation on agricultural marketing issues to governmental officials, private organizations, or citizens charged with decision-making or policy-making responsibilities.
  • Respond to requests for briefing materials, information, and technical assistance on agricultural marketing issues from constituents and USDA management.
  • Collect, review, and analyze data from primary sources such as marketing firms, associations, government agencies, and secondary sources, such as trade journals and publications.
  • Apply research techniques and methods in search of information to solve problems identified within the parameters of each project

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: In order to be considered for this announcement, applicants must meet one or more of the following:
a) Degree: Four full years of education above high school leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position;
b) Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
c) Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the basic requirement applicants must also possess:

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Conducting research on agricultural marketing issues, including gathering and analyzing data.
  • Experience leading research activities or evaluations of local and regional food markets and supply chains.
  • Development and execution of complex research proposals, including authoring and assessing scopes of work that incorporate appropriate research methodologies and draw relevant and valid conclusions from research findings.
  • Designing and delivering expert training and technical assistance to stakeholders focused on improving financial viability and/or market access for small and mid-sized farms and food businesses.
Note: There is no education substitution for this grade level.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Conducting research and analysis of agricultural marketing issues, including the ability to collect primary data, create original databases, and extract/report pertinent information from large datasets.
  • Serving as a principal investigator (e.g. research project director), managing teams to design, execute, and analyze research on food systems topics.
  • Development and execution of complex research proposals, including authoring and assessing scopes of work that incorporate appropriate research methodologies and draw relevant and valid conclusions from research findings.
  • Experience leading research-based projects to develop and/or improve outreach and technical assistance materials, curriculum, and or expert programing for a variety of local food stakeholders including state agencies, farmers markets, producers, food hubs, and institutions.
  • Experience working with project partners across federal agencies and/or organizational boundaries and collaborating with a variety of local food systems stakeholders to increase support for, demand for, and supply of local and regional food.

  • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
