Summary

You will serve as a Management & Program Analyst managing workforce planning, budget formulation, execution, analysis, and reporting. You may support programs, projects, and/or institutional business operations; providing business management and systems expertise enabling directorate and/or Agency-wide oversight of program planning and control activities supporting timely and cost-effective mission objectives. The work will vary depending on each Center's role and responsibility to the mission.

Help
  • Serve as functional advisor to assigned program and functional areas; develop presentations, briefing materials, and finished reports on findings and recommendations for management.
  • Prepare action plans and schedules for various phases of project accomplishment, both short and long-range; ensure that plans are consistent with service goals, schedules, and policies.
  • Recommend strategies to improve implementation and evaluation of programs. Advise management of unique conditions and issues that affect program activities.
  • Provide expert advice and recommendations in matters related to workforce planning, managing budgetary/financial requirements for projects, and/or contracts for broad programs with national impact.
  • Assess the impact of new programs and legislative changes on existing programs and resources. Present findings through reports, memoranda, oral presentations, and other documents as required.
  • Analyze interrelated issues of cost effectiveness, efficiency, and productivity of substantive mission-oriented programs. Compute and estimate the effect of proposed changes in legislation or regulations on financial systems and services.
  • Make recommendations to improve overall organizational performance and assist management in decision making.
  • Provide data management and analytics for studies and maintains assigned projects utilizing data sources to assess and support NASA program requirements. Perform data validation and quality control checks.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Contributing to the planning, development, implementation, application and/or evaluation of workforce-related systems and projects;
  • Consulting with leaders to identify sources of organizational problems and devise workable solutions and action plans;
  • Conducting complex studies and analyzing/measuring the effectiveness, efficiency, and productivity of administrative or technical programs and making recommendations on program effectiveness or performance.
