Duties

Help

As a SUPPLY TECHNICIAN (TITLE 32), GS-2005-7, this position is located in the logistics section of a Battalion (Bn) or Squadron (Sqdrn) size unit of the Army National Guard. The purpose of this position is to function as the primary assistant to or to function as the senior logistics full time member of the organization. Under the direction of the Officer in Charge (OIC), Logistics Officer, or Commander, this position oversees and ensures the accomplishment of work performed in the area of logistics.

(1) Incumbent is responsible to provide technical guidance to subordinate units, the headquarters logistics section, or other staff sections concerning logistics and maintenance management. May provide supervision and guidance to full time personnel in the logistics section of the organizational headquarters. Schedules and provides proficiency training for logistical personnel within the command. Plans and provides guidance for the implementation of current and future equipment authorization documents. Performs oversight and random reviews of subordinate unit expendable/durable requisitions. Conducts reviews for requirement validity and availability of funds in accordance with regulation and the commander's priorities. Ensures that non-expendable quantities are commensurate with authorized levels of current or future authorization documents. Maintains current due-in status of back orders and communicates to the command when critical mission items will be available. Monitors and reviews Shortage/Overage Annexes to ensure all expendable/durable items are on hand or requisitioned. Conducts supply and maintenance discipline inspections and other like evaluations of subordinate logistical operations. Conducts and/or coordinates assistance visits in the areas of supply and maintenance. Audits personal clothing records at subordinate elements. Monitors organizational clothing and individual equipment (OCIE) reports to ensure the completion of supply actions of subordinate units. Inspects OCIE records for procedural completeness, accountability, accuracy, and agreement with automated management systems. Reports trends and critical problem areas to appropriate command levels. Directs the coordination of lateral transfers of excess clothing and equipment within the organization. Recommends the distribution of newly assigned equipment to subordinate units.

(2) Assists in the development of command logistics policies. Consolidates and inputs unit level logistics feeder information into the organizational readiness report. Prepares logistics plans for scheduled training and deployments. Coordinates for the receipt and issue of billeting, equipment, and supplies for training. Reviews all Reports of Survey, Cash Collections, and Statements of Charges for property loss or damage. Reviews and forwards adjustment documents. Monitors high priority requisitions; reviews on-hand levels of equipment; manages equipment excess and shortages; reviews and directs transfers of equipment; and ensures continuous coordination of logistical matters. Coordinates the receipt, inventory, and issue of new equipment fielded to the organization. Initiates and/or forwards convoy requests, movement plans, and transportation requests to move equipment and personnel. Prepares reports, schedules repair or maintenance, and requests replacement of GSA vehicles. Incumbent reviews, establishes suspense, and forwards logistics correspondence and documents.

(3) Is the Commander's primary technical specialist regarding food service operations. Reviews and forwards subsistence requests and consumption reports. Responsible for adjusting the scheduled meal menus. Reviews AT and IDT food service records and issues necessary guidance to logistical and food service personnel. Coordinates for higher level food service assistance. May be required to serve as a member of a food service menu board. Forecasts, prepares requests, and coordinates receipt of bulk and package petroleum, oil, and lubricants (POL). Coordinates and completes turn-in actions for POL. Prepares or assists in the preparation of ammunition requests. Coordinates and conducts the receipt, issue, and turn-in of ammunition and residue. Reconciles and forwards records of ammunition usage for the purpose of reforecasting. Monitors the implementation of the approved medical formulary for subordinate units. Oversees the request, issue, and turn-in of medical supplies. May function as the reviewer for local purchases made with government credit cards. Establishes logistical correspondence and filing procedures for the organization.

Areas of Consideration:
Area 1 - Current permanent and indefinite T32 technicians of the Oregon ARNG.
Area 2 - Current permanent and indefinite T5 employees of the Oregon ARNG.
Area 3 - Current service members in the Oregon ARNG.

GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:

Work involving supervising or performing clerical or technical supply support work necessary to ensure the effective operation of ongoing supply activities. Work is performed in a wide range of systematized supply operations, such as performing administrative functions in inventory, storage, cataloging, receipt, and control processes. Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems.

Must have at least 1-year specialized experience equivalent to at least the next lower grade (GS-2005-06). Knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.
Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support. Experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
