Summary

As a Program Analyst, you will apply modern methodologies and technologies to improve the public’s experience with government by helping agencies make their services more accessible.

Location of position: FAS, TTS

The office is responsible to build, provide, and share technology applications, platforms, processes, personnel, and software solutions with federal agencies to help them better serve the public.

We are filling multiple vacancies, but additional vacancies may be filled as needed.

Help

  • Conducts expert evaluative analyses and manages program efforts aimed at ensuring effective program performance and compliance with federal regulations. 
  • Develops plans, and executes program analysis, evaluation, and measurement of program areas involving business, administrative, fiscal or other specialized programs.
  • Provides expert analysis and evaluation taking into full consideration complex legislative, programmatic and management issues and problems.
  • Provides key input on policy issues involving the operation and improvement of programs.
  • Serves as coordinator and representative for major program issues and meetings involving other internal and external organizations, and provides advice, comments, and recommendations as appropriate. 
  • Communicates and facilitates high level actions to make changes in program activities.

The GS-14 salary range in 122,198.00

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is defined as analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; overseeing workforce and other related studies, coordinating and analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Ability to apply a wide range of qualitative and quantitative methods required to assess program effectiveness, evaluate program accomplishments, and recommend improvement of complex customer relationships across TTS.

  • Skill in identifying problem areas, conducting extensive research, evaluating complex technical data and making decisions or recommendations.

  • Knowledge of GSA/TTS mission, programs, policies, and functions in to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of programs operations or function.
  • Knowledge of agency organization, mission, programs, policies, and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of program operations or functions.
  • Skill in oral communication with all levels of management and peers.

  • Skill in collaborating across boundaries to build strategic business relationships.

  • Skill in verbal communication in order to provide authoritative advice and guidance to: influence managers, federal stakeholders and other officials to adopt and implement recommendations; gain cooperation and input from others on broad studies and projects; lead presentations as well as represent the organization at meetings, conferences, and workgroups

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
