As the Deputy Assistant Inspector General for Management & Administration, you will:

  • Implement planning and execution of priorities to ensure goals and objectives are achieved effectively and efficiently so that customer expectations are met.
  • Oversee the delivery of Human Resources services that includes staffing, classification, benefits, personnel action processing and record keeping, DEIA, and time and attendance.
  • Oversee the Training Division in developing and managing the delivery of training programs for new employees and supervisors.
  • Direct and oversee the formulation of OIG budget proposals, development of budget execution plans, execution of the budget by allocating funds to operating units and tracking expenditures against budget plans.
  • Prepare and present testimony at congressional hearings and in judicial and administrative proceedings regarding OIG programs and operations, including but not limited to OIG reports of audit, healthcare inspections, reviews, or investigations, or on the OIG budget, planned work, and funding initiatives.
  • Direct and oversee administrative services including contracting and purchasing, space management, records management, supplies and equipment, minor construction, travel, relocation, and purchase cards.
  • Oversees the OIG Hotline operations which receives over 35,000 calls or web contacts annually.
  • Direct the review, update, or development of policies and directives on management and administration areas of responsibilities.

Current career Senior Executives Services (SES), Qualifications Review Board (QRB) certified graduates of SES candidate development programs, and individuals with SES reinstatement eligibility are not required to address the Executive Core Qualifications (ECQs). They are required to address the Technical Qualifications (TQs). All other applicants are required to address both the ECQs and the TQs.

The experience may have been gained in either the public, private sector or volunteer service.

Qualifications

Mandatory Qualifications Requirements: Applicants must demonstrate that they meet the Basic Requirements in their resume; and must address the Executive Core Qualifications (ECQs) and each Technical Qualifications (TQs) in seperate statements.

A. Basic Requirement: As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gain at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector.

B. Technical Qualifications: All applicants must address each TQ separately, not exceeding two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.'

  • TQ 1: Demonstrated knowledge and experience managing executive or corporate level administrative support activities, including procurement, space management, and human resources for a nationwide organization.
  • TQ 2: Demonstrated experience in assessing individual capabilities and development needs, assigning work, establishing performance standards and elements, conducting performance appraisals for subordinates, and ensuring that EEO and government-wide program requirements are incorporated in all human resource management operations.
  • TQ 3: Demonstrated knowledge and experience directing the formulation and execution of a multi-million-dollar annual executive or corporate budget for a nationwide organization.

DO NOT COMBINE THE TQ AND ECQ STATEMENTS. Failure to meet basic qualification requirements and address all TQs will result in your application being disqualified.

C. Executive Core Qualifications: Applicants must address each ECQ separately, not exceeding two pages per ECQ. (Note: ECQ statements are not required if you are a current member of the Career SES, a former Career SES member with reinstatement eligibility or an OPM/QRB certified candidate.)

  1. LEADING CHANGE - Ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  2. LEADING PEOPLE - Ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  3. RESULTS DRIVEN - Ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  4. BUSINESS ACUMEN - Ability to manage human, financial, and information resources strategically.
  5. BUILDING COALITIONS - Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
You are encouraged to address each ECQ separately and demonstrate the underlying competencies in the narrative. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience whenever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed, amount of money saved, etc.)

Applicants should use Challenge, Context, Action, and Results (CCAR) model below when responding to each ECQ:
  • CHALLENGE: Describe a specific problem or goal.
  • CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale).
  • ACTION: Describe the specific actions you took to address the challenge.
  • RESULT: Describe specific examples of measures/outcomes that had impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership.

Should you choose to response to the ECQs using the narrative response, the narrative should not exceed 10 pages, be typed in 12-point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ. Before uploading into the system, ensure these guidelines are met. OTHER CONDITIONS OF EMPLOYMENT:
  1. Citizenship: The selected applicant must be a US Citizen or US National. Proof of citizenship will be required prior to selection.
  2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
  3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
  4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
  5. Background Investigation: This position is designated as Critical Sensitive and requires a background investigation and favorable adjudication for Top Secret clearance.
  6. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a public financial disclosure statement, OGC-278, upon assuming an SES position, annually, and upon separation from employment.
  7. Selective Service: If you are an applicant who was born male after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment.
