Duties

Help
  • Provides a full range of OCREO analytical, consultative, and advisory services related primarily to the review and analysis of administrative/management, human resources, and training matters.
  • Conducts special administrative, human resources, and training related studies, projects and analyses, either upon specific assignment or on own initiative.
  • Such special studies and projects involve review, evaluation, and recommendations for improvement in existing organization, policies and issues and require the use of a variety of data collection techniques and statistical calculations.
  • Develops and executes OCREO’s administrative management, human resources, and training initiatives.
  • Provides expert advice on all phases of administrative, human resources, and training initiatives to the Director, Deputy Director, Executive Officer and OCREO Senior Management;
  • cont'd including classification and organization management, personnel and staffing, performance management, employee development/training and EEO and labor and management and employee relations.
  • Prepares high-level reports and maintains records of work accomplishments and administrative information, as required.
  • Coordinates the preparation, presentation, and communication of work-related information to the Executive Officer, Director, and Deputy Director.
  • Personally handles difficult/confidential administrative issues for the Director, Deputy Director, and Executive Officer and provides advice and guidance in resolving complex sensitive problems.
  • Develops and presents independent analyses of controversial matters. Prepares background papers, confidential reports, briefing materials, and other forms of high-level correspondence.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include expert knowledge of Federal Deputy Commissioner front office administrative work; experience maintaining human resources, training, controls, and budget workloads in a fast paced office; performing highly technical and complex studies; developing and reviewing Standard Operating Procedures (SOP's); effectively researching best practices for a front office; managing the review of a fast paced and heavy workload of controls; utilizing Microsoft office to assist in ensuring proper completion of controls; providing advice and guidance on all facets of front office work; and leading multiple workloads for timely completion.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:
This position is temporary not-to-exceed 1 Year. Temporary promotions or reassignments may be extended or become permanent.

This position is eligible for telework.

Relocation expenses will not be paid.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

This is a moderate risk public trust. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
