A component of GSA considered to be the landlord and real estate agent for the entire federal government. This program facilitates the college-to-career transition by providing opportunities focused on contracting and procurement.

The Contracting Trainee (1199 Series) is part of the Pathways Internship Program. If you become an intern, you will be expected to help with a range of tasks and will be afforded the opportunity to learn the scope and foundation of GSA/PBS acquisition responsibilities, assisting contract specialists and management with day-to-day operations. Examples of such tasks are: 

  1. Updates, revises, sorts, calculates, and manipulates data in spreadsheets to meet multiple report formats. Also, converts spreadsheets data into graphs, charts, PowerPoint presentations, etc.
  2. Prepares Word, Excel and PowerPoint documents, performs data gathering, researches and performs basic analysis for designated topics incorporating contracting program information.
  3. Consults with internal and external customers to keep them apprised of project status and issues, including business advice on routine contracting matters.
  4. Maintenance of automated databases and/or documents.

  • Serve in a trial period for the entire duration of the internship appointment.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Signed participant agreement is required for employment under this Program.
  • Complete a bachelor's degree by May/June 2026.
  • Work full-time from approximately June 2, 2025 through August 8, 2025 (or an alternate large block of time of at least 10 weeks).
  • Commit to working part-time during the school year to complete the required hours before graduating in May/June 2026.

The GS-4 salary range varies based on location.  Pay scales for each location can be viewed here.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must complete two full academic years of post-high school study or an associate's degree by June 30, 2025. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

  • The position will not start until June 02, 2025.

Pathways Program Completion and Conversion eligibility qualifications: 
  • At management's discretion, Interns may be converted to a permanent position within 120 days of successful completion of the program.

To be eligible for conversion, Interns must:

  • Complete at least 480 hours of work experience acquired through the Internship Program;
  • Complete their degree or certificate requirements;
  • Meet the qualification standards for the position to which the Intern will be converted;
  • Meet agency-specific requirements as specified in the Participant's Agreement, and
  • Perform their job successfully.
GSA is not obligated to make an offer of permanent employment to you after you have completed the Program.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Skill in analyzing, compiling, correlating and reconciling dates from a variety of sources.
  2. Ability to navigate databases to input data. 
  3. Ability to review data and draw conclusions.
  4. Ability to communicate orally and in writing.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.
