Duties

Help
  • You will advise program officials during strategic planning meetings.
  • You will modify standard terms of contracts as necessary to satisfy specialized requirements.
  • You will set policies and procedures and ensure compliance with the Competition in Contracting Act in completing all contractual actions in support of the requiring organization.
  • You will plan and manage procurements with technical, legal, and contracting personnel, ensuring necessary pre-award actions are completed within regulatory and time requirements to meet objectives.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • Incumbent is subject to periodic counterintelligence scop polygraphs. Employee must achieve and maintain all command required certificates.
  • Required to report to the command when requested.
  • May be required to travel on military or civilian aircraft and waterborne craft, deploy onboard ships, or serve at remote sites as requested
  • This position is a Testing Designated Position (TDP), and the incumbent is subject to random drug testing. Incumbent must successfully pass a urinalysis for illegal drug use prior to appointment and periodically thereafter
  • May be required to travel or perform temporary additional duty assignments for approximately 25% of the time both inside and outside of the Continental United States in executing assigned technical advisory or consultation duties.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • May be exposed to hazardous or hostile environments and may be authorized special/danger pay as provided by the Department of State, the Office of Personnel Management, or other agency regulations.
  • Required to submit a Financial Disclosure Statement (OGE-450), Employment and Financial Interests, upon entering the position and annually in accordance with DoDD 5500.7-R Joint Ethics Regulations
  • This is a Defense Acquisition Workforce position that requires a Contracting Foundational acquisition certification.
  • The incumbent has 36 months to earn the certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66

Qualifications

GS-13
Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a lead negotiator, and coordinating contractual actions involving simplified acquisition procedures to multiple complex, multi-million dillar negotiated contracts with significant periods of performance

Specialized experience must demonstrate the following: Performing work associated with a wide range of contract types and contracting methods focusing on the development and application of classified and sensitive contracting

Education

Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoDGS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an ExecutiveDepartment on or before September 30, 2000 are exempt from meeting this requirement.Current military members who occupied a similar occupational specialty to the GS (orequivalent)-1102 or before September 30, 2000 are also exempt from meeting thisrequirement.
