The position serves as an Enterprise Architect and is responsible for strategically designing and identifying efficient information technology solutions in support of core organizational functions. The incumbent provides technical expertise and leadership, performs complex application analysis, and design of solutions. The position is involved in a variety of initiatives ranging from planning and technical design. The position is also responsible for producing enterprise and solution design documentation with expert attention to detail. The incumbent combines knowledge of technical architecture and an understanding of business processes to design appropriate solutions.

Recommends applications and supporting hardware and software platforms. Responsible for the design of complex technical solutions across the application stack. Designs individual system solutions as well as solutions that apply across multiple systems and projects at the enterprise level. Plans system interfaces and integration solution architecture based on established enterprise application strategy. Analyzes solution options, trade-offs, designs, and integration methods. Presents technical solutions to senior management for concurrence and to receive guidance. Communicates issues, plans and implications of architectural decisions to business and IT Leadership.

Provides technical and architectural leadership for solution design. Serves as technical leader while leading and participating in technical design sessions. Leads the conceptual design of new applications/solutions. Ensures a maximally robust design is developed. Works closely with fellow team members and OCIO staff to identify re-use of existing solutions to fulfill new demand where possible. Participates in the technical oversight of sub-systems design and development and integration into the overall enterprise solution. Designs stable, interoperable, portable, secure, and scalable application architectures.

Uses judgment to research, interpret, modify, and develop technical solutions meeting business requirements. Possesses knowledge of many technologies and accurately judges their applicability to specific situations. Evaluates applications' development needs and applies technical principles and concepts to develop business solutions. Performs trade-off analysis. Evaluates the cost/benefits of various solutions using different technologies and ensures the solution addresses user expectations.

Independently reviews and analyzes existing software solutions for continued effectiveness in meeting business and technology needs. Identifies deficiencies in existing system designs and recommends solutions for improvement. Performs reviews of technical architectures and components. Analyzes system performance and efficiency. Reviews existing systems for stability, interoperability, portability, security, and scalability, and makes recommendations for improvements. Uses routine techniques and strategies to optimize technologies. Provides technical consultation and guidance on matters related to the optimization of deployed technologies. Assesses whether solutions meet the technical standards and strategic direction of the Library. 

Reviews proposed designs and architectures. Provides quality reviews of technical selections, design documents, and implementation plans, ensuring appropriateness. Reviews proposed COTS selections, development platform choices, and design approaches. Monitors implementations to ensure solutions are in alignment with Library architecture.

Designs information technology systems and identifies tools, ensuring architectures and plans are aligned with technology strategy. Serves as a senior expert and consultant to management on design, development, and integration tools. Implements and maintains complex systems.

Performs various other duties as assigned.

This permanent position is hybrid telework eligible.  It is not eligible for 100% distant/remote telework.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to develop long-term strategic goals, align IT and business strategies, and create roadmaps for organization architectures. **

Knowledge of enterprise architecture frameworks and system integration practices.**

Ability to obtain consensus and work with senior leadership in decision-making.**

Ability to evaluate and recommend technology products, services and standards. 

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
