Help

As a Data Scientist, you will perform the following duties:

  • Develop new capabilities including data management systems and integrated workflows to increase efficiency of processing and preparing data for research projects and AI/ML model development.
  • Explore various optical imagery data for the design, development, evaluation and application of Artificial Intelligence (AI) and Machine Learning (ML) capabilities, edge computing, and new automated analytic workflows.
  • Develop or adapt software for various applications (optical imagery processing, web-based dashboards) using Python and/or C/C++.
  • Execute technical research projects, tracks progress, and present technical material in a variety of forums (weekly team meetings, conferences, working groups, program reviews).
NOTE: These duties are described at the full performance level of the ZP-3; the ZP-2 is developmental leading to such performance.

Applicants must have completed, within the previous two-years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Exceptions are made for veterans, as defined in 5 USC 2108 , who, due to military service obligations, were precluded from applying to the Recent Graduate Program during the two-year eligibility period described above. Veterans have a full two-year period of eligibility upon their release or discharge from active duty. The eligibility period shall not extend beyond six years from the date of academic completion.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-1560-2 is equivalent to the GS-7. This position has promotion potential to the ZP-1560-3, which is equivalent to the GS-11/12.

Are There Any Special Requirements For This Position?
  • The Recent Graduate Program lasts for 1 year. Participants who successfully complete the Recent Graduate Program may be eligible for conversion to a permanent appointment or a term (1-4 years in duration) appointment without further competition.

This position is being recruited with an opportunity for non-competitive conversion eligibility to a permanent OR term position upon completion of all Recent Graduate program requirements. Conversion is not mandatory nor guaranteed (see Other Information).

Eligibility RequirementsIn order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:

  • You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum.
  • Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.
Qualification Requirements

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR a substitution of education for experience OR combination (if applicable), in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

To qualify for the 1560 series:

  • A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

  • B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
To qualify at the ZP-2 or (GS-7):
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-1 or (GS-05) in the Federal service. Specialized experience MUST include all of the following:
  • Supporting the application of artificial intelligence and machine learning capabilities to optical imagery; and
  • Modifying software using Python or C/C++.
OR

SUBSTITUTION OF EDUCATION: 1 year of graduate-level education.

OR

SUPERIOR ACADEMIC ACHIEVEMENT:
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 2.9 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

COMBINATION OF EDUCATION AND EXPERIENCE:
A combination of education and experience as described above.
