Help

Programming, Data Processing, and Automation: Performs computer programming tasks. Creates, executes, maintains, and validates programs that transfer data across multiple data management systems or operating systems. Combines data from various sources and structures and generates and stores summary data from various sources. Generates reports, combines multiple data tables and or databases, and validates programs and data outputs, tables, and figures using contemporary analytic software and other standard tools and processes. Prepares and analyzes datasets, from various electronic health record (EHR), such as laboratory, pharmacy, diagnosis, and vaccination data, for public health purposes. Consults with multi-disciplinary project teams to analyze problems, determine methods, and recommend technology-based solutions and computational and programming strategies for specific projects. Functions as the liaison in extracting data from IHS relational databases and other systems supporting epidemiological and surveillance projects. Works with Branch and or Division staff to develop validated and approved computer programming algorithms. Produces data visualizations, including geographic representations (e.g., maps).

Surveillance Systems Management: Supports the development and maintenance of data, data flows, and programs supporting the Division's surveillance systems (e.g., IHS Influenza Awareness System (IIAS) and Community Alerts Notification Export System (CANES). Maintains proficient knowledge of the structure and content of IHS patient and medical data (current and future). Exploits existing and new technology to make data more available horizontally/vertically across DEDP programs. Adapts and aligns data management practices with anticipated data reporting and/or modeling applications. Determines and executes the level of documentation required for programs and systems in accordance with established documentation standards. Works with Division staff and other stakeholders to develop or improve DEDP data and reporting tools.

Knowledge Management and End User Support: Implements program standards, strategies, and objectives in support of knowledge management of data sources within the Division used for public health activities and intervention. Develops and maintains a user guide describing the general content, considerations, and overall public health utility for available IHS data tables and/or data sets for Division staff. Coordinates with internal DEDP staff and external partners, including federal, tribal, and other entities, as necessary, to determine and meet appropriate data needs. Supports and provides guidance and technical assistance through iteration to inform valid data requests and analysis plans to meet end-user requirements.

Quality Assurance: Implements data quality assurance priorities of the Division with guidance from the Branch Chief (Infectious Disease Branch). Develops and implements programs and techniques to track the quality of data housed within DEDP data systems. Works closely with the IT specialists and other staff to develop and routinely implement quality control programs to audit data integrity and determine gaps, collaborating with users within and outside the Division to understand and address findings. Establishes systems or processes that routinely inform relevant data users of aberrations in data flows with potential impact on data use and interpretation. Provides extensive documentation and consistent maintenance of code, logs, and output in standardized format as directed.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

  1. Experience in use of statistical software packages including Statistical Analysis System (SAS) and computer database tools
  2. Experience in data cleaning/mining, programming, data set generation, and reporting activities supporting various public health projects and partnerships
  3. Assisting with projects and developing analytical recommendations requiring technical judgment, performing statistical analysis and providing outcome on results
  4. Experience in improving data quality, coordinating with various stakeholders and implementing new data quality initiatives
  5. Performing data extraction, integration of data from multiple sources and statistical queries in various programming languages and analytical tools (e.g., SQL) supporting epidemiological and surveillance projects.
  6. Develop formal methodology protocols and informal training materials for knowledge management and documentation of programming and project procedures.
Education alone cannot be substituted for experience at this grade level.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
