As the IT Specialist, you will:

Technical Leadership

  • Provides strategic leadership to the development of a robust, scalable, and secure cloud-based microservices architecture for the National Gallery of Art that is regularly used by staff to advance our strategic objectives.
  • Develops and implements long-term IT strategies aligned with the National Gallery of Art’s strategic plan.
  • Oversees the design, development, and maintenance of APIs to expose data and services to enterprise tools and that advance the National Gallery’s ability to effectively connect and use these data.
  • Builds services and architectures that enable the effective and useful automation of process and workflow.
  • Leads the evaluation, selection, and implementation of cloud platforms, containerization technologies, and software development tools.
  • Ensures alignment of platform development with the organization's strategic goals and business objectives.
  • Identifies, analyzes, and resolves complex IT challenges to optimize system performance and efficiency.
  • Ensures the National Gallery’s enterprise software platforms are secure, well-maintained, efficiently managed, and provide a high-level of availability and reliability.
  • Collaborates closely with the Chief Information Security Officer and their team (TDS-IS) to protect against cybersecurity incidents that may compromise the National Gallery’s data, systems, and reputation.
  • Partners with the Enterprise Data and Analytics team to integrate data from across the National Gallery into products used by staff. Ensures sound practices and exceptional management is maintained at all times.
  • Establishes and follows standards for software documentation, the creation of standard software lifecycle processes in alignment with Federal standards for software development.
  • Fosters a culture of innovation and continuous improvement within the development team.
  • Stays current with emerging technologies and industry best practices.

Management Duties

  • Recruits, develops and leads a high-performing team of software developers and DevOps engineers to achieve organization goals.
  • Builds and maintains a positive and collaborative team culture.
  • Effectively manages team assignments, tasks, and responsibilities. Sets clear expectations, establish accountability and ownership among the team, and provide regular constructive feedback to team members.
  • Develops and manages IT budgets, ensuring efficient resource allocation and cost-effective solutions.
  • Fosters knowledge sharing and cross-functional collaboration across the Digital Solutions Division and other National Gallery divisions and teams.
  • Coordinates with the Program Management Office (TDS-PMO) to define project portfolios, team capacity, and effective resource prioritization and management.
  • Connects and collaborates with product owners and team leaders from across the National Gallery to ensure that sound architectural principles and information security standards are followed in all platform development activities.
  • Ensures projects are delivered on time, within budget, and meet quality standards.
  • Works with Budget analyst to validate new IT requests, forecast budgets and resources associated with project delivery.
  • Leads market research effort, recommend solutions to meet business needs, and compliance with IT governance standards.
  • Serves as a Contracting Officers Representative (COR) on various IT-related projects when needed.

Engagement with the Cultural Heritage Sector

  • Invests deeply in the Cultural Heritage community, participating in conferences and events, and initiating important cross-institutional collaborations.
  • Advances the leadership profile of the National Gallery of Art in national and international cultural heritage communities.
  • Considers ways that the National Gallery can contribute to the excellence and advancement of the cultural heritage sector in the United States and abroad.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for GS-2210-15.

For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-14 level in the Federal service, managing an IT program for a federal agency.

  • Information Technology – Knowledge of IT principles, products, and functions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
