Help
  • Through subordinate activity managers, is Private Organization, Commercial Sponsorship, NAF Property Management, Internal Review/Management Controls, NAF Supply Warehouse and Maintenance, Information Technology, NAF Contracting.
  • Provides policies and guidance to ensure attainment of the established objectives of the division. Directs, develops, and administers plans and procedures; and implements regulations.
  • Directs and develops finance and accounting operations through various services to include receipt of, distribution of, and accounting for NAF. Maintains accounts showing status of installation allotments, assets, and liabilities.
  • Reviews and evaluates progress of program plans to determine whether overall objectives are being accomplished economically with reference to budget and manpower.
  • Develops the most effective and acceptable approaches and meets with other program/activity managers and others to gain their concurrence and support and to develop innovative joint programs and activities.

Qualifications

Minimally Qualification Requirements:

1. Work Experience directing/managing one or more DMWR Support Management programs for a Garrison, or similar civilian community, for at least one year.
2. Knowledge of programming, planning, budgeting, and long range planning

Highly Qualifying Criteria:

1. Work experience directing one or more DFMWR Support Management branch at garrison, Region or HQ for at least 2 years.
2. Possess experience overseeing all phases of major projects to ensure integration and coordination are within established time frames.
3. Possess experience developing and implementing policies and procedures appropriate to FMWR programs and activities that demonstrates working knowledge of DoD policies and Army Regulations.
4. Possess experience to execute an effective acquisition, financial management, property, and internal control plan to include demonstrated ability to determine resource needs and allocation of resources for both APF and NAF budgets and analysis of financial data.
5. Possess experience with development, implementation and execution of Strategic Planning pertaining to the operation of FMWR programs and activities.
6. Possess supervisory experience at a division level ensuring that employees are properly selected, evaluated, and compensated and adequately prepared to manage a multi-sector/diverse workforce and a variety of work situations.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are Authorized, based on a determination that a PCS move is in the Government's interest, contingent upon eligibility.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Foreign Overseas Allowances
  • Foreign overseas allowances, Living Quarters Allowance (LQA), Home Leave, and Post Allowance (PA) will be paid, contingent upon eligibility.

This position is located at the Area III USAG Humphreys, NAF Support Services Division.

Area III USAG Humphreys is located in the Pyong Taek metropolitan areas in the Republic of Korea. USAG-Humphreys is an hour and a half drive south of Seoul, 40 minutes south of Osan Air Base, and 15 minutes from the city of Pyong Taek. USAG Humphreys is not far from night life, restaurants, and shopping. The Humphreys Exchange and Commissary, Food court and restaurants offer typical American amenities. Many US employees generally choose to live in town right outside the gate, in the City of Pyong Taek, or in the area surrounding Osan Air Base.
