This position is in the Office of Equity Assurance (OEA) at the Veterans Benefits Administration (VBA) at the Department of Veterans Affairs and is assigned to the Executive Staff. OEA is responsible for assessing program and process improvements that will allow Veterans, their Survivors, their families and their caregivers to have equitable access to VA benefits and services.
Summary

OEA is responsible for assessing program and process improvements that will allow Veterans, their Survivors, their families and their caregivers to have equitable access to VA benefits and services.
This vacancy is open ONLY to current, permanent employees of the Department of Veteran's Affairs (VA) and Veteran Affairs (VA) CTAP eligibles in the local commuting area.
Participates with the PMO/ Executive Director/Deputy Director, or acts on his/her behalf in an official and or unofficial manner, contacts with public and private officials; provides advice and consultant services beyond the sphere of administrative activities; and provides execution, coordination, and evaluation of administrative and managerial functions.
Participates in higher level complex negotiations for the PMO/ Executive Director/Deputy Director this includes but not limited to proposed processes, procedures, legislation, and/or VA-level or Congressional guidance.
Serves as a liaison between the PMO/ Executive Director/Deputy Director and VA program officials. Uses ingenuity and judgment to negotiate the prevention or the resolution of complex situations with these officials. Analyzes issues, goals, and initiatives. Provides options during exploratory and formative stages of managerial planning and policy formulation, and advises all senior leadership of the potential consequences of each, prior to their consideration.
Develops new or modified policies if necessary and ensures their implementation nationwide. Advises the executive and key officials on the uses and limitations of the array of available administrative management techniques and the probable consequences of possible choices and decisions.
Develops and recommends effective and efficient internal management controls and administrative practices for the Office of Equity Assurance.
Manages and coordinates calendars and schedules of OEA leadership staff. Schedules and arranges logistics for meetings, conferences, and committees. Develops and prepares meeting and conference materials for OEA leaders.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/17/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade of GS-13 level in the normal line of progression for the occupation in the organization.
Demonstrated experience in establishing and maintaining effective communication (oral and written) across all organization levels within VA.
Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery.
Demonstrated ability to assess, analyze, acquire, and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
