The Strategic Communications (SC) team is CP3's singular resource for all CP3 internal and external communication needs, inclusive of print, multimedia, and social media. SC uses various forms of communication and related strategies, inclusive of engagements and events, to develop long standing trustworthiness, brand recognition, and general awareness of targeted violence and terrorism prevention.

The incumbent serves as a Strategic Communications Specialist located within the Department of Homeland Security (DHS), CP3 and provides CP3 leadership and staff with assistance and instruction in writing and developing communication materials. The incumbent will also oversee related processes and projects to ensure coordination and successful execution of strategic communication tasks. Additionally, this position works closely with the Strategic Communications Associate Director to develop and produce internal and external communication plans and tools to support the improvement of CP3 Strategic Communication operations and objectives.
While serving as a Strategic Communications Specialist, your duties may include:

- Assessing, developing, implementing, and evaluating the effectiveness of communication strategies, materials, and events that support and promote CP3s mission to prevent targeted violence and terrorism.
- Monitors and analyzes the various aspects of digital communication issues and recommends changes or solutions to problems.
- Serves as oversight and supports in the design and layout of the agency's web presence that includes website management and maintenance of the sites.
- Reviews, edits, and recommends acceptance of work from contractor support.
- Planning, researching, writing, and editing internal and external publications and materials to ensure accuracy, adaptability, digestibility, and overall adherence to the CP3 brand.
- Developing measures to ensure that all levels of personnel understand their strategic communication roles and the tools available to them.
- Analyzing and evaluating the information and feedback received from CP3 strategic communication resources, events, and presentations.
- Identifying and carrying out internal and external communication requirements needed to support CP3 leadership and staff.

Qualifications

Qualifications required:

  1. One (1) full year of specialized experience comparable in scope and responsibility to performing some of the following:
  2. Identifying, recommending, and demonstrating effective methods and techniques for staff in improving communications with stakeholders;
  3. Establishing and maintaining a working relationship with a variety of internal, external stakeholders and the public
  4. Recommending specific communication approaches to the nature of information and the targeted audience
  5. Analyzing plans, prototypes, and measures, and consulting with management concerning policies and solutions that tie communication processes with results.
  6. Utilizing communication approaches which may involve using SharePoint, fact sheets, newsletters, posters, reports, press releases, surveys, and PowerPoint presentations, social media, podcasts, op-eds, events and engagements.
  7. Content design;
  8. FAC-PPM/PMP certifications not required but helpful in demonstrating experience.
  9. Skill in educating and communicating orally and in writing with clarity, tact, and diplomacy to promote effective presentation of policies, priorities, programs, and activities.
  10. Skilled Microsoft Teams and Outlook and their various components (Teams Tools, Scheduling Assistant, Drupal, OneDrive)
  11. Expert communication skills to prepare comprehensive reports, presentations, issue papers, and other documents in order to present specialized/technical material to non-specialists and DHS executives.
  12. Self-starter with the ability to multi-task and take on an assignment and/or portfolio and see it through to completion with minimal guidance.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
