As a SEXUAL ASSAULT PREVENTION & RESPONSE COORDINATOR, GS-0101-12, you will:

  • Serves as the Wing Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents over the age of 18. Providing 24/7 in-person and telephonic response, Under the supervision of the Sexual Assault Prevention and Response Officer (State SAPR Officer).

  • Serves as the Wing Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Wing CDR. Establishes sexual assault reporting process and accomplishes documentation for the Wing program while coordinating and collaborating with the State SAPR Officer and subsidiary Wings/Wing within the State. Advises and provides direction to Wing personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the wing CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops BDE plans (to include spend plan routed to the State SAPR Officer for approval), programs, and guidelines.
  • Assesses the Wing need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the Wing to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program.
  • Builds and maintains a Wing response and victim support system which addresses a wide variety of issues and problems. Partners with the JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR Officer, subsidiary Wing/BDE SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), State Surgeon's Office, Provost Marshall, Staff Judge Advocate (SJA), and Equal Opportunity personnel.
  • Serves as the Wing CDR consultant on sexual assault prevention, response concerns, and trends. Has direct and unimpeded access to the Wing CDR for the purposes of these responsibilities. IAW NGB SAPR Division Instructions informs and presents the Wing CDR and State SAPR Officer with the health of the force data by identifying issues, status of program, areas needing improvement, case management, BDE climate, and other appropriate information. Serves as an alternate member on the Commander's Ready and Resilient Council (CR2C) or other equivalent council as requested.
  • Performs other duties as assigned.

ALL MEMBERS OF THE NJ ARMY AND AIR NATIOANL GUARD TO INCLUDE TITLE 32/5, AGR TRADITIONAL AND M-DAY SOILDERS AND AIRMEN (Must attach proof of current membership in the NJ guard or SF-50 indicating title 5 status in the NJ Guard. Employee separated from NJ Guard within the last year are eligible to apply (must show proof of membership separation under 1 year))

Additional Employment Requirements:

  • Participation in direct deposit is mandatory
  • May be required to successfully complete a probationary period
  • Federal employment suitability as determined by a background investigation
  • Males born after 31 December 1959 must be registered for Selective Service
  • This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
**Required to obtain and maintain the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting continuing education training requirements every two years**

Qualifications

GENERAL EXPERIENCE:

Practical knowledge of the following programs, procedures, and policies of the following areas:

  • At least six months of military and or civilian working experience at an intermediate competency level in one of the personnel programs, family programs, or community service programs.
SPECIALIZED EXPERIENCE:

At least 12 months military or civilian experience or knowledge in the following areas:
  • Presenting formal and informal program briefings to senior leaders
  • Preparing written technical reports, briefings, and training plans for the SAPR Officer, that may include data charts, training progress, and coverage.
  • Developing training materials with the ability to facilitate effective interactive trainings in sexual assault.
  • Sexual assault and prevention policies, regulations, and statutory requirements in the military or civilian sectors
  • Capable of professionally expressing oneself orally and in-writing; and, experienced in interacting with diversified groups, individuals, and organizations.
  • Military organizations, mission impacts, military lifestyles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress.
Due to the potential for legal or professional conflicts of interest, per CNGBI 1300.01, certain military occupational specialties cannot serve as SARCs or VA. These military positions' professional duties for sexual assault response conflict with the duties required of the SARCs and SAPR VAs.
  • Chaplain Corps personnel and chaplain assistants are NOT appointed as the National Guard SARC or VA Title 5 Excepted Service employees because they have privileged communication granted in the DoD Chaplain Program.
  • Law enforcement, fire fighters, or investigative personnel are NOT appointed as National Guard SARC or VA Title 5 Excepted Service employees because they have confidential limits in their roles to seek and document the truth of the crime.
  • Judge advocates, SVC's and paralegals are NOT appointed as National Guard SARC or VA Title 5 Excepted Service employees because their legal responsibilities conflict with SARC or SAPR VA duties and may involve prosecution or defense of alleged offenders.
  • Commanders, Chief Master SergeantsCSMs, 1SGs are NOT appointed as National Guard Title 5 Excepted Service SARC or VA employees because their comman, d responsibilities include focus on assessing the facts, functions, and accountability for both the offender and the victim; and these command duties conflict with the National Guard SARC or VA Title 5 Excepted Service employee's duties that are focused only on providing support and resources to sexual assault victims.
  • Medical and Mental Health Providers are NOT appointed as National Guard Title 5 Excepted Service SARC or VA employees because their clinical roles and medical treatment work may require contact with a sexual assault victim; and their clinical roles and their medical treatment duties and responsibilities directly conflict with the SARC or VA work requirements.
  • EO and IG personnel are NOT appointed as National Guard Title 5 Expected Service SARC or VA employees because they do not have confidentiality and one of the main basis for the program is privacy and confidentiality for the Victim.

Education

EDUCATION REQUIREMENTS
Degree: Behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
