Summary

Provides leadership, sets priorities, communicates, coaches, and coordinates actions to ensure the efficiency and effectiveness of NCR's civil rights program.
Assists the EEO Division Chief in a variety of administrative and management tasks by instructing and guiding a team of people within the office, which includes Equal Opportunity Specialists and support personnel.
Provides guidance to NHTSA officials and employees on civil rights and equal employment opportunity matters.
Advises and assists in the development of NHTSA civil rights equal opportunity program goals and objectives including Federal and federally assisted programs; participates in meetings with NHTSA officials, other Federal agencies, minority groups, women's organizations, disability advocacy groups, LGBTQ+ groups, Law Enforcement organizations, State officials, and others to achieve equal opportunity for NHTSA recipients, and prepares and reviews reports relative to the EEO program.
Communicates assignments, milestones, and deadlines to the team based on the EEO Division Chief’s direction; explains team goals and objectives to designated team members and assists the team in organizing and accomplishing work; arranges and provides pre-complaint counseling to NHTSA employees alleging EEO discrimination; conducts ongoing EEO training for employees, collateral duty counselors, and managers.
The Ideal candidate is self-motivated, has demonstrated thorough knowledge of concepts and expertise involving civil rights specific to EEO laws, orders, regulations, guidelines, court decisions, and policies to prepare briefings, recommend decisions, and solutions to resolve complaints of discrimination. The ideal candidate possesses sound judgement and has strong analytical, writing and communication skills. The ideal candidate demonstrates thorough knowledge and understanding of employment practices in the Federal government including recruitment, selection, labor relations, discipline, pay and classification, employment records, organizational structure, career patterns, and job qualifications. The ideal candidate demonstrates thorough knowledge in the planning and execution of Special Emphasis Programs in support of employee resource groups. The ideal candidate has a thorough knowledge of NHTSA organizational structure, and the implications in relation to civil rights and EEO guidance and enforcement for internal activities of the agency.

CONDITIONS OF EMPLOYMENT:
SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience as a subject matter expert working in civil rights EEO program operations, planning, conducting, and completing program support projects affecting equity and administrative management of NHTSA internal program areas and programs administered by the Department of Transportation.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of civil rights laws and extensive knowledge of their application to EEO program operations; and skill in interpreting EEO laws, regulations, guidelines, court decisions, and policies to prepare briefings, recommend solutions to resolve complaints of discrimination.
Skill in providing technical assistance to managers, supervisors and employees on agency equal opportunity programs and practices; applying knowledge of Federal civil rights laws, regulations, management directives, and executive orders in conducting analyses of agency employment practices.
Skill in writing clearly to present complex and controversial issues to a broad audience.
Skill in cultivating a relational work culture that embraces equity, transparency, accountability, and collaboration.
