The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Community Planning and Development Specialist, you will:

  • Act as a liaison or handles the communication with persons and or groups within and outside of an organization or office. Act as primary liaison with critical persons and groups both inside and outside of the organization; exercising full commitment authority.
  • Research and/or analyze problems, issues, or program requirements.
  • Provide expert analysis and advice on complex program issues.
  • Provide recommendations to CPD senior level staff to eliminate audit findings, improve program performance, and develop innovative policy or procedural changes to enhance program performance or operations.
  • Plan and/or accomplish special projects. Manage special projects for major office or program issues of broad impact.
  • Conceive and implement new initiatives and projects to strengthen, facilitate, and integrate programs.
  • Analyze appropriate data to develop and recommend operation policy and procedural option on complex issues relating to competition management and financial system for Office of Block Grant Assistance (OBGA) programs.

Pathways Recent Graduates Program Requirements: If selected, you MUST:

  1. Adhere to the Recent Graduates Program requirements.
  2. Adhere to an established work schedule.
  3. Perform, successfully, the assigned duties listed in your position description.
  4. Participate in Department training classes or programs.
  5. Create an Individual Development Plan (IDP) with assistance from your manager.
  6. Select a mentor within 90 days of your date of hire.
  7. Attend regularly scheduled meetings with mentor.
  8. Must sign Pathways Participant Agreement.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;
  • Demonstration of successful job performance;
  • Completion of at least 40 hours of interactive training; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

  • Must successfully complete a background investigation.

Qualifications

You must meet eligibility and qualification requirements by the closing of this announcement.

Specialized Experience: For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:

  • Tracking data on programs or special project outcomes to ensure that program requirements and goals are met.

OR Education: You may substitute education for general or specialized experience as follows: A Masters or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.; if related.

OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Education

Pathways Recent Graduates Program Education Requirement:

To be eligible for the Pathways Recent Graduates Program, you must have within the previous two years, completed a qualifying Associates, Bachelors, Masters, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution; educational institutions must be accredited by an accrediting body recognized by the Secretary of the U. S. Department of Education.

Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date they completed their degrees or certification. You MUST submit a copy of DD-214 showing the duration and dates of service that precluded you from applying due to a military service obligation.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

  1. Complete at least one year of continuous service;
  2. Demonstrate fully successful job performance consistent with the applicable performance appraisal program;
  3. Meet the OPM Qualification Standards for the competitive service position to which she or he will be converted;
  4. Meet any other agency-specific requirements outlined in her or his Participant Agreement; and
  5. Receive a recommendation for conversion from her or his first-level supervisor.
