This position is for non co-located/stand-alone or host Air National Guard (ANG) Wings or ANG Security Forces organizations co-located on non-Air Force installations. This position is located in the Mission Support Group, Security Forces Squadron (SFS). This is an ANG Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is the principal advisor to the Wing Commander as the Anti-Terrorism Officer (ATO) and reports to the Mission Support Group Commander as the Defense Force Commander (DFC) with responsibility over the SFS; develops, implements, and manages the wing law enforcement, physical security, wing security, and Anti-Terrorism and Force Protection (AT/FP) programs. Incumbent is the Wing Commander's principal advisor in all law enforcement and physical security matters. Serves as the Wing AT/FP Officer. Plans, schedules, controls, and directs all unit functions. Performs a variety of DFC and supervisory functions to include assigning work to subordinates (dual and non-dual status, Active Guard Reserve (AGR), and traditional drill status members) by selective criteria such as the difficulty of the assignment, capabilities of the employee, or present work load assigned to each employee. Serves as the highest technical authority in regards to security for the wing. Performs other duties as assigned.

  • The incumbent of this position must obtain a Top Secret clearance within one year of hire.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code.

Qualifications

1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 36 months of Specialized Experience in each of the following:

  • Expert experience in developing, implementing, and managing the Wing's law enforcement, physical security, wing security, and Anti-Terrorism and Force Protection programs.
  • Working knowledge on the Security Forces programs and the Defense Force program with expert knowledge and premier technical authority on the development, implementation, and management of law enforcement, physical security, installation security, and anti-terrorism programs, policies, procedures, and equipment.
  • Must have knowledge of Air Force security concepts, principles, and practices to review, independently analyze, and resolve complex security problems.
  • Have competent knowledge of all Air Force and Air National Guard security and law enforcement programs.
  • Must be experienced in developing, implementing, executing, and managing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels of security controls.
  • Have analytical skills to conduct analysis on a broad range of security programs, and identify, implement, and plan for new solutions necessary to combat security issues, conventional methods and procedures.

Education

Substitution of Education for Specialized Experience -
At the GS-09 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

10. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment.
11. Current COANG Technicians and AGRs hired for a position in which an MCR is required will remain in their current status unless/until the MCR is approved. In the event the MCR is not approved, they are accepting the position in their current status.
